The Department of Veterans Affairs at the Salt Lake City VA Medical Center plans to negotiate a sole source contract with Bio-Med Engineering, Inc. for maintenance services on their existing cage washers and sterilizers. This contract emphasizes the importance of immediate response, requiring the contractor to be on-site within eight hours to perform any necessary repairs or maintenance using original equipment manufacturer (OEM) parts. The urgency is driven by the sensitivity of the medical center’s research systems, which cannot tolerate downtime or contamination from external biological threats. Bio-Med Engineering is uniquely qualified due to its geographic proximity to the facility and its ability to maintain a standing inventory of OEM parts, ensuring rapid service without additional delays. This notice serves as a formal intent to award this contract without competition, although other responsible sources who meet the criteria—including being OEMs or authorized dealers or resellers—are invited to submit capability statements by January 31, 2023. Submissions should detail how the interested party meets the specific requirements of rapid on-site response and parts availability, with all inquiries directed to Contract Specialist Shannon Hukriede via email. The final decision to forego competition rests solely with the government based on the responses received.

Full Description

The Department of Veterans Affairs, Salt Lake City VA Medical Center intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with Bio-Med Engineering, Inc., for maintenance services for existing, on-site cage washers and sterilizers. This service requires a contractor who can respond immediately and be on-site within eight (8) hours performing any necessary maintenance and/or repairs with the necessary OEM parts. The research conducted by this VAMC department cannot sustain a delay or downtime if the cage washers or sterilizers break as their research system is extremely sensitive to outside organisms, diseases, bacteria, and molds. Bio-Med Engineering is the only known company close enough geographically to the Salt Lake City VAMC facility to meet the 8-hour on-site response time with a standing inventory of OEM parts to ensure they will not have to order parts once they are on-site, thereby mitigating any additional delays. This is a notice of intent and is not a request for competitive quotes; however, any responsible source who can provide an equivalent service and/or product with the features described above, and who is the Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor, or authorized reseller of all the items listed above, may submit a capability statement to the contracting office no later than Tuesday, January 31, 2023, 10:00 AM, EST. Interest/capability statements which specifically detail how your service/product meets the requirement may be sent to Shannon Hukriede at contact@example.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
