The Department of Veterans Affairs, Office of Procurement, Acquisition and Logistics Strategic Acquisition Center in Frederick plans to issue a brand name sole source contract to Stratasys Direct, Inc. to supply Stratasys 3D printers, maintenance services for both new and existing equipment, and related consumables for three VA locations. The contract supports the VHA Office of Advanced Manufacturing, which produces patient-specific devices and critical goods at the point of care within VHA hospitals. These manufacturing activities are regulated by the FDA and require strict compliance with a Quality Management System as outlined in 21 CFR 820. Maintaining the equipment under warranty and servicing must be performed by the original manufacturer or an authorized representative, and Stratasys is the designated OEM for multiple 3D printers operating under this QMS. Material controls for inputs into VHA manufacturing sites are also a mandated part of the system. The acquisition will utilize Simplified Acquisition Procedures under a justification that only one source is reasonably available due to the brand-name nature of the equipment and urgency factors, in accordance with FAR regulations. The notice explicitly states that this is not a solicitation or request for quotation but invites interested parties to express interest and provide product information by the specified deadline. The final decision to proceed without competition rests solely with the government. The contract is identified under solicitation number 36C10X21Q0254 and managed by Contract Specialist Sandra Addae at the Frederick office.
