NOTICE OF INTENT TO SOLE SOURCE
Department of Veterans Affairs (VA) Network Contracting Office (NCO) 7, intends to award a sole source open market purchase order to LivaNova USA, Inc., a wholly-owned subsidiary of LivaNova PLC 14401 West 65th Way Arvada, CO 80004-3599, service maintenance at the Department of Veterans Affairs Ralph H. Johnson VA Medical Center 109 Bee Street Charleson, SC 29401-5799, from 08/15/2026 to 08/14/2031, including four (4) option years.
THIS IS NOT A NOTICE FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements above, may give written notice prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses are due on 07/21/2026 at 1:00pm EST. STATEMENT OF WORK LivaNova Maintenance and Repair BACKGROUND The Ralph H Johnson VAMC requires Base+4 Maintenance and Repairs of 2 LivaNova USA Inc. Heart Lung Machines, and all ancillary systems. The following are included in this request for service: MX3572198 S5 HEART-LUNG BYPASS, SN# 48E09233 MX3572206 S5 HEART-LUNG BYPASS, SN# 48E09238 2. MAINTENANCE SERVICE AGREEMENT COVERAGE: A. Vendor shall provide the following: a. Preventative Maintenance: i. Preventative maintenance will be carried out according to the manufacturer's recommended schedule. Preventative maintenance generally includes checking mechanical and electrical safety, lubrication, functional testing and adjusting for optimum performance as specified in the detailed preventative maintenance work plan. PMs are scheduled for October of each year for the devices listed in the opening comments above. The PM can be performed any time during the scheduled month but, must be completed no later than 10 days after the end of the month in which it is scheduled. This will be conducted in the Biomed Shop Rm G200. b. Remedial Maintenance: i. Vendor shall provide unlimited technical support and remedial maintenance service on the equipment when requested by the Customer, as well as planned maintenance inspections, when scheduled in order to keep the Equipment operating in accordance with the manufacturer s specifications. This will be conducted in the Biomed Shop Rm G200. c. Replacement Parts: i. Vendor shall supply at its own expense, necessary parts, provided replacement of the parts are required because of normal wear and tear or otherwise deemed necessary by vendor and VA. All Parts will be new, standard parts. d. Software Maintenance: i. Vendor shall provide all maintenance and updates for the LivaNova USA, Inc. is the only Service Provider in the US authorized and certified by LivaNova to service Liva Nova equipment. LivaNova does not subcontract to 3rd party service suppliers. They do not train or certify 3rd party biomed service providers on our equipment Console, S5 Pumps and all ancillary equipment associated with the operation of the Heart Lung System operating system software. Such updates will solely enhance previously purchased capacities of the Equipment. Operating system software upgrades that provide new features or capabilities or that require hardware changes will be offered to VA at under the existing contract established by LivaNova USA, Inc. is the only Service Provider in the US authorized and certified by LivaNova to service LivaNova equipment. LivaNova does not subcontract to 3rd party service suppliers. They do not train or certify 3rd party biomed service providers on our equipment. In addition, some upgrades may require Applications Training performed by LivaNova USA, Inc. is the only Service Provider in the US authorized and certified by LivaNova to service LivaNova equipment.
