Automated Medical Claims Billing
Solicitation # 75H71326Q00076
Solicitation 75H71326Q00076 is a request for quotation and notice of intent to award on a sole-source basis for the continuation of automated medical claims billing services. The Indian Health Service intends to award two independently funded firm-fixed-price purchase orders to Change Healthcare Operations, LLC for the Western Oregon Service Unit and the Warm Springs Service Unit. The period of performance for both orders is from October 1, 2026, through September 30, 2027, with no options for extension. The requirement is based on a 1,200 monthly subscription volume per unit for the Assurance Plus web-based service, which includes processing ERA transactions and 837 file transfers. Key requirements include strict HIPAA compliance, the execution of a Business Associate Agreement, and the maintenance of approved payer connections with the VA and state Medicaid gateways. Pipe, Fittings, and Septic Tank Materials SupplyThe contract involves the supply of HDPE and PVC water pipes, associated fittings, valves, and precast septic tanks that must meet specific engineering specifications, with all materials delivered to the job site in Mayetta, Kansas, 66509. This is a subcontract under a Total Small Business Set-Aside, meaning only small businesses certified by the SBA are eligible to compete, and the NAICS code 423730 identifies the industry as Pipe, Pipe Fittings, and Plumbing Fixtures Merchant Wholesalers. The solicitation was posted on July 7, 2026, and is managed by the Indian Health Service under the U.S. Department of Health and Human Services, indicating the materials are intended for a public health or infrastructure project within the tribal or federal service area. All supplied items must comply strictly with technical engineering standards to ensure compatibility, durability, and safety for water distribution and wastewater containment systems. The place of performance is fixed at Mayetta, Kansas, requiring the contractor to coordinate timely delivery and potentially handle on-site logistics or coordination. While no point of contact or additional bid details are provided, the contract’s structure under a small business set-aside suggests competitive pricing, compliance with federal procurement rules, and potential reporting or performance obligations tied to federal contracting requirements. The absence of a solicitation number or agency office address may indicate this is a downstream subcontract issued by a prime contractor rather than a direct federal award.
