Description of the Adult Detention Facility : The Napa County Department of Corrections (NCDC) opened a new jail facility in August 2025 with a rated bed capacity of 304 including a 28-bed medical and mental health unit in Napa. The original jail facility is located near the Napa County Superior Court. A portion of the building is used as a temporary detainment center for individuals scheduled to appear in Court. The 12-month average daily population in the Jail is 230 between October 1, 2024, and September 30, 2025. In addition, the NCDC reported a total of 4,243 bookings and 3,742 releases from the facility during the same period. Vendor shall refer to Exhibit D – Population Health Care and Service Utilization Reporting. The Napa County Department of Corrections is targeting to launch the CalAIM pre-release services on September 30, 2026. The estimated volume of Medi-Cal fee-for-service and Short-Doyle claims in the County Jail for outpatient, pharmacy, ancillary, pre-release, behavioral health linkages, and other Medi-Cal covered benefits is forecasted to range between 1,500 and 1,800 per month. Description of the Juvenile Detention Facility : The Napa County Probation Department operates a 55-bed facility in Napa. The Probation Department oversees the Juvenile Hall and the Skyline Academy with in-house programming for juveniles and delivers a wide range of services including intensive case management, family services, vocational training, crisis intervention, mental health screening and supports, and educational resources. The 12-month average daily population in the County Juvenile Hall is 14.5 between October 1, 2024, and September 30, 2025. In addition, Probation reported a total of 226 bookings and 217 releases from the facility during the same period. Vendor shall refer to Exhibit D – Population Health and Service Utilization. The Napa County Probation Department is targeting to launch the CalAIM pre-release services on September 30, 2026. The estimated volume of Medi-Cal fee-for-service and Short-Doyle claims in the Juvenile Hall and Skyline Academy for outpatient, pharmacy, ancillary, pre-release, behavioral health linkages, and other Medi-Cal covered benefits is forecasted to range between 190 and 240 per month. (CFMG) through a professional agreement with the County through June 30, 2026. The current population consists of male and female adults and youth offenders, and includes pre-trial, incompetent to stand trial, convicted, and those awaiting transfer to a state correctional facility or state hospital.
