JANITORIAL SERVICE AT VARIOUS PEEL REGIONAL POLICE FACILITIES

The Regional Municipality of Peel is soliciting proposals for professional janitorial cleaning services at various Peel Regional Police facilities. This procurement, issued under the Comprehensive Economic and Trade Agreement (CETA) and the Canadian Free Trade Agreement (CFTA), requires a vendor capable of operating in a high-security environment. The contract consists of an initial 12-month term with the option for the Agency to extend for up to four additional 12-month periods. Services must be provided 24 hours a day, seven days a week, with strict response time requirements including a 30-minute telephone response and a two-hour on-site arrival. Upon contract award, the vendor is required to perform an initial deep clean of all spaces at no additional cost to reset cleaning standards. Due to the sensitive nature of the facilities, all vendor personnel must undergo an in-depth background check, with clearance forms submitted within 10 days of the award. Successful employees must wear identification badges at all times. The contract also mandates strict adherence to privacy legislation, including MFIPPA and PHIPA, and prohibits staff from viewing or manipulating any documents left on desktops. Evaluation of proposals follows a three-stage phased process: Stage I is a pass/fail mandatory compliance review involving specific certifications such as IICRC, carpet maintenance, and electrostatic disinfection; Stage II is a technical evaluation worth 80 points focusing on processes, quality assurance, and health and safety; and Stage III is a financial evaluation worth 20 points. The final award recommendation will be based on the highest combined score from all stages.
