The solicitation issued by the U.S. Embassy in Nassau, The Bahamas, seeks janitorial services under a firm fixed price contract with an initial base period of one year and four optional one-year extensions, potentially extending the contract up to five years. Services include routine cleaning of embassy facilities such as offices, restrooms, lobbies, hallways, stairways, elevators, and storage areas, with strict adherence to security protocols, including personnel vetting and escorting in restricted areas. The contract emphasizes performance standards, allowing no more than one customer complaint per month, and requires deliverables such as weekly cleaning schedules, personnel lists, proof of insurance, valid licenses, and a transition plan shortly after award. The government reserves the right to inspect and accept services at the delivery location in Nassau, consistent with FOB Destination terms. Proposals must be submitted electronically by June 10, 2026, and offerors are required to be registered with the System for Award Management (SAM) prior to submission. The evaluation process centers on compliance, technical acceptability (including past performance and relevant experience), price reasonableness, and contractor responsibility, with an award anticipated on a Lowest Price Technically Acceptable (LPTA) basis. The contract incorporates numerous FAR clauses addressing contractor employee whistleblower rights, personal identity verification, reporting requirements, and restrictions against organizational conflicts of interest. Security-related requirements mandate background checks, Department of State identification cards for contractor personnel, strict key control, and prohibitions on misconduct. The contractor must also comply with anti-trafficking provisions and maintain licenses and insurance throughout the contract term. A pre-proposal conference is planned to facilitate offeror understanding, and no specific pricing values are provided since this document represents a presolicitation notice awaiting official release on SAM.gov.
