Curran Cabin Addition and Deck Extension at Long Point National Wildlife AreaThe Curran Cabin Addition and Deck Extension project at Long Point National Wildlife Area in Ontario, Canada, is a two-phase solicitation managed by Environment and Climate Change Canada (ECCC) to construct an addition to the existing cabin and extend the deck to wrap around the new structure in a remote, boat-access-only location. Phase One is a qualification process requiring bidders to demonstrate proven experience in three mandatory areas: performing structural work in environmentally sensitive areas with mitigation measures on projects valued at $75,000 or more within the past five years, leading at least two small-scale building construction projects involving deck or cabin additions with subcontractor coordination, and having a minimum of two years of experience working in remote outdoor environments without access to utilities such as hydro or running water. Failure to meet any of these criteria results in automatic disqualification. Only qualified respondents will be invited to submit financial bids in Phase Two, where pricing will be evaluated against the project specifications and drawings. All on-site construction must occur between September 1, 2026, and November 15, 2026, and requires prior attainment of a permit under the Canada Wildlife Act due to the location on federal land. The work includes framing, roofing, siding, window and door installation, interior finishing, electrical installation, and deck construction under challenging logistical conditions, with no access to grid power or water. The project has an estimated value between $100,000 and $150,000, excluding taxes, and may include an optional re-siding of the entire cabin structure at ECCC’s sole discretion. Proposals must be submitted electronically via email to soumissionsbids@ec.gc.ca with the solicitation number 5000095579, must not exceed 15 MB in total size, and may be submitted in either English or French. Joint ventures are permitted but must be jointly and severally liable, and teaming with other bidders is strictly prohibited to avoid organizational conflicts of interest. The contracting authority is Shawn Davis, and while no formal contract clauses or detailed payment or invoicing protocols are provided in this phase, evaluation is based on documented qualifications, with no scoring weights or adjectival ratings used. Site visits may occur during Phase Two, and regular progress meetings with ECCC and its third-party engineering consultant are mandatory upon award.
