AI Contract Overview
The U.S. Navy’s Puget Sound Naval Shipyard and Intermediate Maintenance Facility intends to award a sole-source, firm fixed-price Indefinite Delivery Indefinite Quantity contract to JEOL USA, INC. for preventative maintenance services on a JEOL JSM-IT300LV Scanning Electron Microscope located at the Trident Refit Facility in Silverdale, WA. This acquisition is justified solely on the proprietary nature of the equipment’s components, which are exclusively available from the original equipment manufacturer and require authorized service and replacement parts only JEOL USA, INC. can provide. The contract period spans five years from August 1, 2026, to July 31, 2031, with annual task orders covering required on-site maintenance visits including electron gun and column servicing, vacuum system upkeep, filament and aperture replacement, system calibration, and comprehensive operational verification. All work must comply with JEOL OEM standards and government quality assurance protocols as defined in the Quality Assurance Surveillance Plan, with 100 percent inspection conducted by government personnel at the performance site. The contracting office is conducting this procurement as a sole-source action and has prepared a formal Justification and Approval; however, interested parties may submit written capability statements by June 26, 2026, to inform the government’s final decision on competition. Submissions must be sent via email by the deadline with the required subject line and must include detailed technical background, experience, and qualifications, though responses will not be returned and no costs incurred by respondents will be reimbursed. Only entities registered in the System for Award Management are eligible for award, and all documentation must be clearly marked as contractor products in accordance with DoD directives. The contract does not require security clearances but mandates facility access badges obtained through the BAVR website, adherence to specified work hours, and strict physical security procedures for government equipment. No pricing details are disclosed, and the contract structure excludes subcontracting, phase-in/phase-out provisions, or other direct costs beyond the fixed-price labor and parts required for maintenance.
