The U.S. Navy, through the NAVSUP Fleet Logistics Center Norfolk, intends to award a sole source firm fixed price contract to Ithaka Harbors, Inc. for an online subscription to JSTOR Evidence Based Acquisition (EBA), a specialized resource with no commercially available substitutes, as justified under FAR 12.102(a).
