K -- Mass Spectrometry-based screening portal modifications

The Department of Homeland Security, Office of Procurement Operations, on behalf of the Science and Technology Directorate, intends to enter into a sole source contract with Syagen Technology, to modify a mass spectrometer (MS) based screening portal for non-intrusive explosives screening which was developed by Syagen Technology, Inc. The MS is near production quality and there are several developmental efforts still required in order to meet the Government requirements. These additional developmental efforts include several software modifcations,the development of an internal compressor solution and the optimalization of the nozzel jets. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. Any firms responding to this notice must submit sufficient information to demonstrate their capability to modify the Syagen equipment. OPO intends to request a sole source proposal from Syagen Technology within 15 calendar days from date of publication of this notice. Note 22 applies.
