The U.S. Department of the Interior, Minerals Management Service (MMS), plans to award a sole source Time and Materials contract with fixed labor rates to Sytronics, Inc., based in Dayton, Ohio. This non-competitive contract, issued under FAR Part 6.302-1, is for the modification and upgrade of an existing Gas Turbine Engine Control System (GTECS) and Data Acquisition System at the Redstone Technical Test Center (RTTC) at Redstone Arsenal, Alabama. Sytronics is uniquely qualified for this work as the original developer of both the Redstone Aviation Propulsion Test and Research (RAPTR) facility and its proprietary GTECS data acquisition and engine control system, which necessitates awarding the contract without competition due to the system's proprietary nature. The contract is being awarded under the authority of the Department of Interior Franchise Fund and is intended to provide necessary modifications and materials for interfacing with the engine control system. Although this is a non-competitive award, the notice allows for a 14-day period following publication during which any submitted information will be considered prior to finalizing the decision. The Government retains full discretion on whether to proceed without competition. V--Vessel Atlantic Ops Physical Inspections Draft RFP
Solicitation # DOIEFBO260006
The Department of the Interior and the Marine Minerals Administration are conducting market research via a Draft RFP for a Multiple-Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to provide offshore vessel services for physical inspections of renewable energy facilities on the Atlantic Outer Continental Shelf. The scope of work covers a geographic range from Virginia Beach, Virginia, to Martha's Vineyard, Massachusetts. The government is seeking industry feedback on the draft, specifically regarding CLIN structure, insurance requirements, evaluation criteria, and pricing for an anticipated Seed Task Order. The overall contract has an estimated maximum value of 30 million dollars over a five-year period, consisting of a 12-month base period and four one-year option periods. The anticipated Seed Task Order requires a DP2 offshore vessel equipped with a Walk-to-Work (W2W) transfer system to inspect up to 93 facilities during calendar year 2027. The contractor must be capable of continuous offshore operations for 45 days, with an endurance of 21 days without returning to port. Award will be based on a Best Value Tradeoff process, where technical capability and past performance are significantly more important than price. Key evaluation factors include vessel sourcing strategy, organizational conflict of interest mitigation, and small business participation. Comprehensive insurance coverage is required, including 10 million dollars in Bumbershoot/Excess Liability and 5 million dollars each for Protection and Indemnity and Vessel Pollution Liability.
