This scope of work is to rebuild and renovate the Kautz Road Substation (KRS), which is UIP subproject SP-2. The KRS supplies electricity to various lab buildings and systems. These systems serve both conventional facility needs, as well as process utility requirements. It is vital to Fermilab’s mission that KRS be revitalized and expanded, ensuring the ability to serve existing and future loads.

The General contractor shall furnish all required supervision, labor, materials, tools, plant and appurtenances necessary to perform diligently and fully all work as described in the drawings and technical specifications. All work includes transportation, overhead, bonding costs, safety oversight, quality control oversight, and supervision as required to construct the project described in the drawings, technical specification and the detailed description contained herein.

The critical schedule constraint for construction of this project is Fermilab’s accelerator shutdown, with an anticipated scheduled start on January 1, 2028, and anticipated end date of January 1, 2030- these dates may change depending on the needs of the Lab.  The General Contractor must start their on-site efforts, and complete the construction scope under this contract, within the shutdown window.

This project includes the following milestones:

Milestone 1 – 60 Calendar Days after issuance of Notice to Proceed (NTP). This milestone is intended for completion of necessary submittals and RFIs, approval of shop drawings for fabrication and procurement.

Milestone 2 – 4th January 2028; This milestone marks the point where access is permitted inside Kautz Road Substation yard and construction work may begin.

Milestone 3 – 31st of March 2028; This milestone marks the completion of building foundation and ready for placement of the new prefabricated control house building (provided by FermiForward).

Milestone 4 – 2nd July 2029; This milestone marks the formal issuance of an Authorization for Use and Possession (AUP) of the KRS Substation facility, including all remedial work following removal of site trailers, but not including seasonal work and all final punch list items addressed..

Milestone 5 – 30th September 2029; This milestone marks the completion of the project.

Seaflower Energy Storage System Project
Solicitation # PLN 25-0027
The Seaflower Energy Storage System Project, identified by solicitation number PLN 25-0027, involves the construction and operation of a 100 MW / 400 MWh utility scale battery energy storage system in Menifee, California. The facility will utilize lithium iron phosphate or similar battery modules arranged on racks within individual containers, including 102 SolBank 3.0 enclosures. The system is designed to interconnect with the Southern California Edison Valley Substation and will feature automated monitoring and remote management systems, eliminating the need for permanent onsite staff. Site infrastructure will include power conversion equipment, a security fence or wall, and a permanent parking area for periodic maintenance and inspection visits. The project has undergone extensive environmental and technical evaluations, including a Mitigated Negative Declaration, geotechnical investigations, and a Hazard Mitigation Analysis to ensure compliance with the 2022 California Fire Code. Assessments have covered air quality, greenhouse gas emissions, noise levels, and biological resources across the approximately 4 acre site. Cultural resource surveys indicate a low to moderate potential for archaeological deposits, necessitating monitoring during ground disturbance. Traffic analysis suggests minimal impact, with an estimated 9 daily trips. The City of Menifee Planning Commission scheduled a public hearing for October 28, 2026, following a public review period that concluded on October 21, 2026.
