AI Contract Overview
The Naval Air Warfare Center Weapons Division at China Lake, California, intends to acquire repair and calibration services for Keysight oscilloscopes on a non-competitive basis, specifically through a sole source procurement to Keysight Technologies, Inc. The requirement involves repairing instruments with part numbers N5193A and N5194A RTK, emphasizing the proprietary nature of Keysight's hardware and firmware, which restricts competition. Although the agency does not seek competitive proposals, other firms capable of fulfilling this specialized need are invited to submit capability statements within five days of the notice, demonstrating their experience, assets, and ability to perform the work without compromising quality, accuracy, reliability, or schedule. All interested parties must be registered in the System for Award Management (SAM) to be considered, with additional requirements for entities registering or updating their SAM profiles, including submitting a notarized letter designating an authorized Entity Administrator. This process, which has been in effect since mid-2018, may take several days, and maintaining an active SAM registration is essential for government awards. The solicitation, titled "Keysight Oscilloscope Repair and Calibration Services," was posted on May 13, 2025, with a response deadline of May 19, 2025. The contracting office is led by Donell Sims, who can be contacted via email or phone for further information.

Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number. Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration. Additionally, Effective June 29, 2018, all non-Federal entities who create or update their registration in SAM.gov, have a notarized letter on file within 30 days of registration. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.
