Kiefer Landfill Gas Utilization Project

Kiefer Landfill Generating III, LLC is proposing to develop a renewable natural gas facility at the Kiefer Landfill in Sacramento County with a production capacity of 8,000 standard cubic feet per minute. The project will capture and process landfill gas to remove moisture and impurities, upgrading it to pipeline-quality methane that meets air quality standards. A new pipeline will be constructed to transport the purified gas to existing Pacific Gas & Electric infrastructure, with two proposed routes both beginning at the landfill and traveling northwest along Kiefer Boulevard before turning north along Sunrise Boulevard to terminate near the intersection of Sunrise Boulevard and Douglas Road. Depending on the selected route, the pipeline will connect to PG&E’s system via either a compressor station or a metering and regulating station located near designated property parcels on Douglas Road. The pipeline alignment is planned to utilize public rights-of-way and existing private easements to minimize land use impacts. The project is being managed under Sacramento County’s oversight, with environmental coordination handled by Julie Newton, and key stakeholders including applicant Andrew Petric of NextEra Energy and Project Manager Kathalyn Tung of MBaker International. The initiative is part of broader efforts to advance renewable energy by converting landfill emissions into usable natural gas, supporting regional decarbonization goals. The facility and pipeline will be sited entirely within Sacramento County, with the final interconnection point targeting PG&E’s distribution or transmission system in the 95683 zip code area. The project was posted as a forecast on June 11, 2026, and is currently undergoing environmental review under California’s CEQA process, with no set-aside or NAICS classifications provided at this stage.
