Kootenai National Forest--Libby Ranger District NFSR 471 and 600 Culvert Replacements

This contract entails the replacement and realignment of culverts on two National Forest System Roads, NFSR 471 and NFSR 600, within the Kootenai National Forest, Libby Ranger District. For NFSR 471, the work includes removal and disposal of an existing wooden culvert at milepost 4.1 and installation of a new 48-inch CMP culvert positioned at a skewed alignment compared to the original. Excavation is required to create a new channel for discharge, with rock placement to control grade following government instructions. Because the stream flows continuously, a dewatering plan must be implemented. Road surface repair is also needed after earthwork completion. Materials such as aggregate and Class 2 and Class 4 riprap will be furnished by the government from pits located six and seventeen miles away, respectively. On NFSR 600, the contract involves installing a 57"x38" CMPA culvert that will discharge into an old channel. Excavation and rock placement will stabilize this channel as directed, and a similar dewatering plan is required due to the perennial stream flow. Road repairs will follow the earthwork phase. The project is estimated to cost less than $25,000 with a performance period from July 15 to July 30, 2015. The solicitation is a HUBZone set aside managed by the USDA Forest Service, with the office based in Coeur d'Alene, Idaho, and the work performed near Libby, Montana.
