The Department of Veterans Affairs intends to enter into sole source negotiations with Monarch Medical Technologies for an annual maintenance agreement and software license for their Endotool Glucose Management System to be used at the Edward Hines Jr. VA Hospital. This procurement will be conducted under statutory authority allowing for a sole source award, as the government has determined that Monarch Medical Technologies is the only provider capable of meeting its minimum requirements for this specialized software. The contract aims to lease the necessary software published by Monarch Medical Technologies, and the procurement process will follow specific federal acquisition regulations that permit non-competitive negotiations when justified. While the government plans to negotiate exclusively with Monarch Medical Technologies, other interested and capable parties are invited to express their interest by a specified deadline. Responses received by November 23, 2013, will be reviewed to determine if there is a basis to open the acquisition to a competitive process. However, this notice is not a request for proposals, and no solicitation documents are currently available. The contracting office managing this acquisition is located in Milwaukee, Wisconsin, under the Department of Veterans Affairs' Network Contract Office 12, focusing on software and related maintenance services.

Full Description

Under Statutory Authority § 41 U.S.C. 253(c)(1) the Government anticipates entering into sole source procurement negotiations with Monarch Medical Technologies for an annual maintenance agreement and for the required software license for their Endotool Glucose Management System at the Edward Hines Jr. VA Hospital. The above authority is cited and justification made based on the determination that the Government's minimum needs can best be satisfied by services available from one source. The VA has a requirement for the lease of software published by Monarch Medical Technologies. This announcement is for services for which the Government intends to solicit and negotiate with only one source under FAR 6.302-1 and FAR 8.405-6 (a) and (b). Other persons may identify their interest and capability by responding to this requirement by November 23, 2013, 4:00 PM CST. This notice of intent is not a request for competitive proposals. However, all interest received on or before November 23, 2013 will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available.
