Synopsis:



NASA/NSSC has a requirement for L-PBF GRX-810 Temperature Impact and Defect Content on Very High Cycle Fatigue Stud. 


NASA/NSSC intends to issue a sole source contract to   UNIVERSITY OF TOLEDO  under the authority of FAR 12.102(a). It has been determined that   UNIVERSITY OF TOLEDO  is the sole provider of L-PBF GRX-810 Temperature Impact and Defect Content on Very High Cycle Fatigue Stud


NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Marshall Space Flight Center (MSFC).


The Government intends to acquire Commercialitems or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial



The NAICS Code for this procurement is 611310.



Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on 7/24/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Hydrostatic testing at the design pressure using clean, chloride-free water is mandatory with zero leakage tolerance, and comprehensive non-destructive examination reports—including radiographic, magnetic-particle, liquid-penetrant, ultrasonic, hardness, and positive material identification records—are required. The unit must be shipped FOB Destination with all openings protected by suitable covers, cleaned and dried prior to shipment, and packaged in crates with clearly marked lift points and labeling identifying both the First Stage Cooler and Second Stage Cooler; one set of spare gaskets of each size must be included. The delivery schedule mandates completion and shipment within 18 weeks of contract award, encompassing OEM design, government review, fabrication, and logistics.
