This is a combined Synopsis/Solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written (formal) solicitation will not be issued. This solicitation is issued as solicitation number FA7000-17-T-0120, in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-95, effective 19 Jan 2017. The North American Industry Classification System Code (NAICS) is 333318 and the small business size standard is 1,000 employees. This acquisition is unrestricted. All responsible sources may submit a quote, which if received timely, will be considered by the 10th Contracting Squadron, USAF Academy (USAFA). The Government bears no legal liability for bid cost associated with this request for quote. Vendors should not submit a quote unless they are willing to absorb all cost associated with submitting a quote. Quotes submitted with used, reconditioned, refurbished, gray market, or liquidated stock will not be considered for award. This Solicitation is being issued in accordance with (IAW) FAR Parts 12 and 13 as a Request for Quotation (RFQ). IAW FAR 13.004, in all instances throughout this solicitation any use of the word "proposal" should be understood as "quote". All instances of the word "offeror" should be understood as "quoter". All instances of the word "award" should be understood as "order". Quotes supplied in response to this solicitation are not binding. The requirement will be awarded to the Quoter IAW 52.212-2, found herein. Late submissions: 2. Quoters are responsible for submitting quotations so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that quotations are due. 3. Any quotation received at the Government office designated in the solicitation after the exact time specified for receipt of quotations is late and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late quotation would not unduly delay the acquisition. 4. If an emergency or unanticipated event interrupts normal Government processes so that quotations cannot be received at the Government office designated for receipt of quotations by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of quotations will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume. Please read and comply with all requirements for submitting a quote. Failure to comply with all instructions contained within this Synopsis/Solicitation could result in the quote being ineligible for award. It is the quoter's responsibility to ensure their quote meets all the requirements identified herein. Buy American Act and certification of compliance is required and must be submitted with quote (see DFARS clause 252.225-7001). It is the USAF Academy's preference/intent to acquire only domestic end products per the Buy American Act, except as provided in FAR 25.103. Foreign quotes will be evaluated per DFARS 225.502 when comparing domestic and foreign quotes. These Laboratory Glassware Washers are a commercial off-the-shelf (COTS) item. These items are sold in substantial quantities in the commercial marketplace and are available to the Government without modification from the form in which they are sold to the public. Therefore, the two part test of the Buy American Act does not apply to this acquisition, and only where the item is manufactured will apply. (a) The Buy American statute restricts the purchase of supplies that are not domestic end products. For manufactured end products, the Buy American statute uses a two-part test to define a domestic end product. (1) The article must be manufactured in the United States; and (2) The cost of domestic components must exceed 50 percent of the cost of all the components. In accordance with 41 U.S.C. 1907, this component test of the Buy American statute has been waived for acquisitions of COTS items (see 12.505(a)). (b) The Buy American statute applies to small business set-asides. A manufactured product of a small business concern is a U.S.-made end product, but is not a domestic end product unless it meets the component test in paragraph (a)(2) of this section. (c) Exceptions that allow the purchase of a foreign end product are listed at 25.103. The unreasonable cost exception is implemented through the use of an evaluation factor applied to low foreign quotes that are not eligible quotes. The evaluation factor is not used to provide a preference for one foreign quote over another. Evaluation procedures and examples are provided in Subpart 25.5. The USAF Academy has a requirement to procure one (1) Miele PG 8583 CD Laboratory Glassware Washer or equal product. The Washer must meet or exceed the salient characteristics of the specified purchase description below. If a vendor cannot comply with every requirement, that quote will not be considered. Note: Ensure the descriptive literature addresses each salient characteristic. 3. PART III - PAST PERFORMANCE- Past performance will be evaluated IAW DFARS 252.213-7000, Notice to Prospective Suppliers on Use of Past Performance Information Retrieval System-Statistical Reporting in Past Performance Evaluations (June 2015) and IAW FAR 13.106-2(b)(3)(ii)(A), "the contracting officer's knowledge of and previous experience with the supply or service being acquired." 4. Subject provisions are available at http://farsite.hill.af.mil. Since this provision was updated in January 2017, if the quoter completed the provision in SAM prior to this date, it is advised that the quoter complete the hard copy of the provision and include it with their quote. b. ADDRESS: Transportation Officer - FE7000 8110 Security Drive, Suite 111 USAF Academy, CO 80840 The provision at FAR 52.212-2, Evaluation--Commercial Items, applies to this acquisition. 52.212-2 Evaluation - Commercial Items (Oct 2014) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: - I. Meeting or exceeding salient characteristics on a pass/fail basis IAW FAR 52.211-6, Brand Name or Equal - II. Price - III. Past Performance (End of Provision) ADDENDUM TO FAR 52.212-2 Addendum to FAR 52.212-2, Evaluation - Commercial Items (Oct 2014) Basis For Contract Award: This will be a competitive acquisition under Federal Acquisition Regulations (FAR) part 13.5, Simplified Procedures for Certain Commercial Items, utilizing the evaluation procedures under the FAR parts 12 and 13, in which the lowest priced, technically acceptable quoter, considering past performance, will be awarded the contract and there will be no trade-off between technical acceptability and price. Technical information will be evaluated on a pass/fail basis. An award will be based on an integrated assessment of price, technical acceptability, and past performance information contained in responsive quotes. This approach allows the Government to accept other than the lowest priced quote or other than the highest past performance rated quote to achieve a best-value contract award. By submission of its quote in accordance with the instructions provided in FAR 52.212-1, Instruction to Offerors, the quoter accedes to the terms of this model contract and all such quoters shall be treated equally except for their prices, technical, and performance records located in the Past Performance Information Retrieval System-Statistical Reporting (PPIRS-SR) application (http://www.ppirs.gov/); and IAW FAR 13.106-2(b)(ii)(A), "the contracting officer's knowledge of and previous experience with the supply or service being acquired." Quoters must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The Government intends to award one (1) firm fixed price contract for this acquisition. The evaluation process shall proceed as follows: 1. Compliance with Solicitation Requirements. All quotes will initially be reviewed for compliance with the solicitation requirements, as identified in the Instructions to Offerors (addendum to FAR 52.212-1). Quoters that do not comply with the solicitation requirements may not be considered. Quoters that comply with the solicitation requirements will be considered responsive and evaluated as follows. 2. Technical Evaluation. Quotes will be evaluated to see if they meet or exceeds the salient characteristics of this requirement IAW FAR 52.211-6, Brand Name or Equal, as listed below on a pass/fail basis: Fully automatic free standing washer with 8800 in3 minimum chamber capacity Base stand for storage and convenient loading On board or integrated detergent storage cabinet Liquid detergent and neutralizing dispenser pumps Supports a set of washing racks and baskets that will accommodate a range of glassware sizes and shapes including small 1mL vials, narrow neck volumetric flasks, round bottom flasks and beakers, up to large 4L beakers and 2L Cylinders An easy to use controller that allows the user to select one of several preset cleaning programs and two empty slots for user-specific programs Low gallons per fill capabilities for water conservation Chamber constructed of stainless steel Welded chamber seams to reduce the possibility of corrosion and leakage Waterproof system A sound level between 40 - 60 dBA (which is a typical conversation level) is preferred. The sound level must be less than 85dBA (which can cause permanent damage to the hair cells in the inner ear, leading to hearing loss). Equipped with spray arms and injection cleaning capabilities Steam condenser HEPA filter for drying Built-in water softener Minimum 1 year warranty Machine start-up on site at the Chemistry Laboratory in the Fairchild Hall Annex building at 2355 CETF Drive, USAF Academy, CO 80841, Room 2M174 Brand Name or Equal (Aug 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. (End of provision) 3. Price Evaluation. The Government shall rank all responsive, technically acceptable quotes by price. An award will be made based on the contract line item price quoted by the vendor. Multiple contracts will not be awarded as a result of this solicitation. The lowest price quoter may not necessarily be selected. The price evaluation will document the reasonableness of the quoted price. 4. Past Performance. Past performance will be evaluated IAW DFARS 252.213-7000, Notice to Prospective Suppliers on Use of Past Performance Information Retrieval System-Statistical Reporting in Past Performance Evaluations (June 2015) and IAW FAR 13.106-2(b)(3)(ii)(A) "the contracting officer's knowledge of and previous experience with the supply or service being acquired." (a) PPIRS-SR collects quality and delivery data on previously awarded contracts and orders from existing Department of Defense reporting systems to classify each supplier's performance history by Federal supply class (FSC) and product or service code (PSC). The PPIRS-SR application provides the contracting officer quantifiable past performance information regarding a supplier's quality and delivery performance for the FSC and PSC of the supplies being purchased. (b) The quality and delivery classifications identified for a supplier in PPIRS-SR will be used by the Contracting Officer to evaluate a supplier's past performance in conjunction with the Contracting Officer's knowledge of and previous experience with the supply or service being acquired. The Government reserves the right to request additional references from a quoter that are in scope and magnitude with this requirement to determine quality and delivery performance. In the case of a supplier without a record of past performance history in PPIRS-SR for the FSC or PSC of the supplies being purchased, the supplier may not be evaluated favorably or unfavorably for its past performance history. The Government reserves the right to award to the supplier whose quotation represents the best value to the Government. (c) PPIRS-SR classifications are generated monthly for each contractor and can be reviewed by following the access instructions in the PPIRS-SR User's Manual found at https://www.ppirs.gov/pdf/PPIRS-SR_UserMan.pdf. Contractors are granted access to PPIRS-SR for their own classifications only. Suppliers are encouraged to review their own classifications, the PPIRS-SR reporting procedures and classification methodology detailed in the PPIRS-SR User's Manual, and PPIRS-SR Evaluation Criteria available from the references at https://www.ppirs.gov/pdf/PPIRS-SR_DataEvaluationCriteria.pdf. The method to challenge a rating generated by PPIRS-SR is provided in the User's Manual. 5. Best Value Decision. If the lowest price quote passes technically and the quoter has either a favorable or neutral rating in PPIRS-SR, that quote represents the best value for the Government, and the evaluation process shall stop at this point. An award will be based on a best value of price and past performance provided by responsive and technically acceptable quotes. An award will be made to that quoter without further consideration of any other quotes. The evaluation process will continue in this manner until a vendor's quote passes the technical evaluation and has a favorable or neutral past performance rating. If no quotes are considered technically acceptable or all quoters have an unfavorable past performance rating, the solicitation may be canceled. (End of Addendum) FAR 52.212-4, Contract Terms and Conditions-Commercial Items (January 2017) applies to this acquisition. ADDENDUM TO FAR 52.212-4(c) CHANGES Text in paragraph (c) is deleted and replaced with the following: Changes in terms and conditions of this contract may be made only by written agreement of the parties with the exception of certain changes such as administrative changes including changes in paying office, appropriation data, etc. authorized by the Federal Acquisition Regulation and its supplements that may be made unilaterally by the Contracting Officer (for a complete list of changes that may be made unilaterally, see FAR 43.103(b)) (End of Addendum) FAR 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS--COMMERCIAL ITEMS (DEVIATION 2013-O0019) (JAN 2017) (a) Comptroller General Examination of Record. USAFA Rapid Acquisition Commercial Solutions Opening (CSO)
Solicitation # FA7000-25-S-C001
The USAFA Rapid Acquisition Commercial Solutions Opening (CSO) FA7000-25-S-C001 is an umbrella solicitation designed to acquire innovative commercial technologies and services to support the United States Air Force Academy's mission in leadership, academics, fitness, and professionalism. Operating as a CSO with Calls, this vehicle does not request proposals upon initial issuance but instead establishes a framework for future requirements. The government issues specific Calls for proposals as amendments to the CSO, with awards typically taking the form of FAR Part 12 commercial contracts or Other Transactions (OT). Proposals are evaluated based on technical merit, importance to agency programs, and funds availability, with the government seeking the best overall value. To date, the CSO has issued six distinct Calls focusing on diverse operational needs. These include strategic admissions outreach (Call 001), military exoskeleton technology to enhance warfighter lethality (Call 002), autonomous virtual perimeter monitoring for situational awareness (Call 003), and warfighter training support services for a 47-month cadet continuum (Call 004). More recent efforts include the implementation of AI-powered automated high school and college transcript processing (Call 005) and a comprehensive brand analysis to develop a Strategic Brand Roadmap (Call 006). Due to the handling of Controlled Unclassified Information (CUI), certain requirements, particularly for AI and IT solutions, restrict participation to U.S. Persons, including U.S. citizens and lawful permanent residents.
