Full Description

Lancaster County is located in the north central area of South Carolina and lies just south of the Charlotte/Mecklenburg metropolitan area and 60 miles north of Columbia, SC. With a population of close to 105,000 (2024 estimate) residents and expanding suburban development, particularly in the Panhandle region, the county faces increasing demands on public infrastructure and services. This growth has placed pressure on transportation, public safety, parks, and schools. The county includes both rural communities and rapidly developing suburban areas, creating varied recreational needs. The 2040 Lancaster County Comprehensive Plan divided the County by three sub-regions: The Panhandle is the northern arm of the county and includes Indian Land and Van Wyck. In the past 20 years, the majority of the county's growth has occurred here, where much of the land is subdivided into moderately dense neighborhoods, with commercial primarily concentrated along US-521. Greater Lancaster is the central portion of the County, including the City of Lancaster and the Buford area. This area has seen some growth around the City, but some areas have also experienced population loss, resulting in a relatively low population growth trend. Southern Lancaster includes the towns of Heath Springs and Kershaw. It is the most rural portion of the County and has had relatively stagnant population in recent years. Public Facilities include the Lancaster County Parks and Recreation buildings in Indian Land, Kershaw, Buford, and the City of Lancaster. The 27 schools are dispersed throughout the County, 23 of which are public schools belonging to the Lancaster County School District. There are two privately owned Christian schools, one adult education center, and The University of South Carolina at Lancaster. Lancaster County is an active participant in the Carolina Thread Trail (CTT) regional trail network, a comprehensive system planned to connect communities through a series of greenways, trails, and blueways across the Catawba region. The Carolina Thread Trail Master Plan identifies approximately 110.1 miles of multi-use trails located along stream and river corridors, road rights-of-way, abandoned rail lines, undeveloped land, and existing dirt roads throughout the county. In addition, 34.3 miles of blueways have been designated along the Catawba River and Cane Creek between downtown Lancaster and the Catawba River. A key component of this system is the Twelve Mile Creek Trail at Walnut Creek Park. The trail is approximately 3.7 miles in length and follows Twelve Mile Creek through the Walnut Creek Planned Development District. The trail consists of a sustainable natural surface approximately three to four feet wide with a two-foot cleared shoulder on each side.

Consulting Services for the Development of an Adequate Public Facilities/Concurrency Ordinance
Solicitation # 3060
York County is soliciting proposals from qualified consulting firms to develop an Adequate Public Facilities Ordinance (APFO), also known as concurrency regulation. The primary objective of this project is to establish a growth management approach that aligns the timing of new development with the capacity of public services. The scope of work includes conducting a public facilities assessment to establish Levels of Service (LOS) standards, designing an adequacy review framework with flexible mitigation options, creating a tracking dashboard for monitoring capacity, and executing a public engagement plan to facilitate adoption by the Planning Commission and County Council. Proposals are due by November 20, 2026, at 11:00 a.m., and must be submitted via the OpenGov portal or hand-delivered to the York County Procurement Department. Technical and cost proposals must be submitted together but kept separate. Evaluation is based on project approach and methodology (30%), qualifications of the project team (30%), qualifications of the firm (20%), and the cost proposal (20%). The selection committee will evaluate technical merits before opening and factoring in the cost proposals to determine the offer that best serves the interests of the County. The resulting contract will require the selected firm to maintain professional liability, workers compensation, and general liability insurance. Key administrative terms include a 30-day payment cycle upon receipt of detailed invoices and a requirement to maintain records for three years following final payment. The contract may be terminated for convenience with 30 days' written notice, though this notice is waived in cases of termination for cause, default, or negligence. All funding is contingent upon the availability of appropriated funds.

McCelvey Center Fire Notification and Auditorium HVAC Replacement
Solicitation # 3061
York County and the Culture & Heritage Museums of York County have issued solicitation 3061 for fire notification and auditorium HVAC replacement at the historic McCelvey Center in York, South Carolina. The project aims to restore public use of the facility by replacing two existing auditorium HVAC units with new packaged outdoor gas/electric units, updating the entire fire notification system—including the central processing unit, detectors, and pull stations—and installing new emergency and exit lighting. The contract will be awarded to the lowest responsible and responsive bidder based on price, product evaluation, and prior service history. Bidders must have at least five years of experience and provide a bid bond of five percent for bids exceeding 50,000 dollars, with the awarded contractor required to provide performance and payment bonds for 100 percent of the contract amount. The work must be completed within a strict timeline, with substantial completion required within 120 calendar days of the Notice to Proceed and final commissioning punch lists completed within 180 calendar days. Because the McCelvey Center is a historic site listed on the National Register of Historic Places, contractors must exercise extreme care in rooms housing sensitive collections. Additionally, the project involves significant environmental hazards, as lead-based paint and asbestos-containing materials have been identified in the building, requiring strict adherence to safety regulations and disposal protocols. All electrical and mechanical installations must meet specific industry standards, including NFPA 70, NFPA 72, and ADA requirements, with detailed machine-printed labeling and identification for all new equipment.
