All work must comply with 36 CFR Part 61, ARPA, and NHPA Section 106, requiring personnel to meet Secretary of the Interior professional qualification standards and hold appropriate state certifications. The evaluation and award will follow the Lowest Price Technically Acceptable (LPTA) methodology, prioritizing the lowest-priced offer that meets minimum technical standards, including acceptable Key Personnel with verified field experience in cultural resource surveying, a government-approved Quality Control Plan, and acceptable or neutral past performance. Key Personnel, including the Principal Investigator and Field Supervisor, are subject to strict qualification requirements and substitution restrictions without prior written approval from the Contracting Officer.
