AI Contract Overview
The Land Management Integrated Resources (LMIR) National Blanket Purchase Agreement (BPA), solicitation 12363N23Q4023, is a ten-year contract spanning from March 1, 2023, to February 1, 2033. Managed by the USDA Forest Service Stewardship Contracting Branch, this BPA is available for use by all federal agencies across all Forests and Grasslands nationwide. It is a total small business set-aside, specifically targeting Women-Owned Small Businesses (WOSB). The agreement is open and continuous, allowing the government to add vendors throughout its duration, though Amendment 07 established a specific annual onboarding window from October 1st to October 31st. The scope of the BPA is extensive, covering professional and technical services including project management, natural resources restoration, NEPA compliance, botany, wildlife biology, and specialized services such as aerial imaging, fuels reduction, and erosion control. While the initial award pool is established using loaded hourly rates for evaluation, actual work is issued via call orders as firm fixed-price lump sum contracts. Evaluation for entry into the BPA pool is based on best value, prioritizing technical approach, followed by relevant past performance and cost. Contractors must be registered in the System for Award Management (SAM) and are required to assign an overall project manager. Performance is monitored through visual inspections and Acceptable Quality Levels (AQLs), with rework required if standards are not met. Invoicing is handled electronically through the Invoice Processing Platform (IPP). Key deliverables following a Notice to Proceed include progress schedules, subcontractor lists, and environmental control plans. The contract also mandates compliance with the Agricultural Worker Protection Act and OSHA personal protective equipment standards.
