You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center’s (GSFC) Landsat 10 Spacecraft draft solicitation.


The principal purpose of this requirement is to provide Landsat 10 Spacecraft and related services for the Landsat Project. The contractor shall provide the following scope of work requirements as follows:


  • Design, engineering analyses, development, fabrication, integration, test and  evaluation  of a single spacecraft (SC) build; perform and support Mission Readiness activities; Integration and test of the LandIS instrument to the spacecraft; perform  observatory integration and test program; support ground readiness testing and mission simulations; delivery to launch site; perform launch site activities; perform and support launch and commissioning activities prior to handover for the Landsat 10 observatory.

  • Engineering/ Impact Analysis will be initiated as required to help resolve payload interface issues found as work under the contract proceeds, provide input to risk mitigations, and provide input to requirements changes, as needed. 

Potential offerors may comment on all aspects of the draft solicitation but are encouraged to focus on areas such as the terms and conditions, evaluation criteria, gate criteria, and Exhibits 1- 5.  Potential offerors are also encouraged to review the SC wide band system requirements as this subsystem has been updated to be compatible with commercially available systems.  


NASA will conduct this acquisition as a full and open competition. This competitive acquisition will result in a Firm-fixed Price/Time and Materials contract. The contract will have a total potential period of performance of approximately five (5) years and six (6) months to include six (6) one (1) month options for possible launch delays.  The North American Industry Classification System (NAICS) code for this acquisition is 336414 and the small business size standard is 1,300.

The Final Request for Proposal (RFP) is currently expected to be released at the end of June 2026, with proposals due roughly 30 days thereafter.


The anticipated contract award and effective date is the end of this calendar year. The contract will be performed offsite at the Contractor’s facilities.


The following additional information is provided to assist in understanding this acquisition:


  1. The Government will make available Government Furnished Equipment(GFE) for offsite use at the Contractor’s facility as described in the DRFP.
  2. NASA has determined that this acquisition may give rise to a potential organizational conflict of interest (OCI).  Offerors should refer to NFS clause NFS clause 1852.237-72 Access to Sensitive Information for information on the OCI plan as a contract compliance document.
  3. Disclosure of Artificial Intelligence (AI) Use During Contract Performance. Offerors are required to disclose any intent to propose, or plan to use Artificial Intelligence (AI) to perform contract requirements.
  4. Proposals for this solicitation are required to be submitted through NASA’s Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform.  Potential offerors, especially those that have not previously submitted a proposal utilizing NASA’s EFSS Box, are encouraged to review the solicitation instruction entitled “Electronic Proposal Delivery - Proposal Marking and Delivery Through NASA’s EFSS Box” which provides instructions related to the submission of proposal via EFSS Box. Offerors are encouraged to check with their corporate IT staff to determine if there are firewall restrictions that need to be addressed prior to the submission of proposal files through NASA’s EFSS Box.
  5. The period of performance for this contract will be from contract award, expected 12/31/2026, to a Launch Readiness Date (LRD) of no later than (NLT) December 2031, plus 100 days of nominal commissioning activities. The offerors are expected to propose a spacecraft development schedule, including observatory Integration & Test (I&T), within the following constraints, 1) instrument availability no earlier than (NET) 9/20/29 and 2) observatory Pre-Ship Review (PSR) at LRD minus 7 months. The duration of time between the observatory PSR and LRD is a mix of project-held Funded Schedule Margin (FSM) and launch site activities. 
  6. Offerors shall structure their proposal in a manner that does not exceed the Government Fiscal Year funding limits outlined in the Landsat 10 Spacecraft Funding Profile provided in the Cover Letter. The offerors are invited and encouraged to provide feedback on the funding profile.

To control and protect sensitive data owned by the Government and its Contractors, NASA policy requires all acquisition-related documents be released in Adobe Portable Document Format (PDF).


Documents related to this acquisition, including this letter, the solicitation, attachments, exhibits, any amendments, and links to online reference/technical/bidders library will be attainable electronically from the World Wide Web through the Government-wide point of entry website at www.SAM.gov. Potential Offerors are requested to periodically monitor the websites for updates.


NASA FAR Supplement (NFS) clause 1852.215-84, OMBUDSMAN, is applicable. The Ombudsman for this acquisition is Eric Newman, 240-313-8320.


This DRFP is not a solicitation and NASA is not requesting proposals. This DRFP does not commit NASA GSFC to pay any proposal preparation costs, nor does it obligate NASA GSFC to procure or contract for this requirement. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.


Any comments regarding the DRFP should be submitted electronically in writing, to Pavi Tumbapura, Contracting Officer, at pavithra.s.tumbapura@nasa.gov, within 10 calendar days after the release of this DRFP. If a respondent believes their comments contain confidential, proprietary, competition sensitive, or business information, those questions/comments shall be marked appropriately.  However, questions that are marked as containing confidential, proprietary, competition sensitive or business information will not be provided with a Government response.  The Government will consider all comments received in preparation of the Final RFP.  To the extent a comment leads the Government to revise the acquisition approach or requirements, the change will be reflected in the Final RFP.  Some DRFP questions and comments may receive a posted response to Sam.gov if the Contracting Officer determines that a response would facilitate additional understanding of the solicitation.  The Government may also respond via Sam.gov to comments and/or questions received following the issuance of the Final Request for Proposal (RFP).


UPDATE - Please note that this notice has been updated. The Government has revised the DRFP to reflect that all comments shall now be submitted electronically, in writing, no later than June 2, 2026. This revision supersedes the previous instruction requiring submittal within 10 calendar days following the release of the DRFP.
