AI Contract Overview

The Department of Veterans Affairs, National Cemetery Administration is conducting market research through a Sources Sought Synopsis to identify potential vendors for supplying landscaping materials to the National Memorial Cemetery of the Pacific in Honolulu, Hawaii. This is not a solicitation, and no commitment to award a contract exists; responses are voluntary and will be used solely for acquisition planning. The government intends to issue a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base year and two one-year option periods if market research supports competition. The requirement is classified under NAICS 325320 for Pesticide and Other Agricultural Chemical Manufacturing, with a small business size standard of 1,150 employees, and it benefits from a Small Business Administration class waiver of the Nonmanufacturer Rule, allowing SDVOSBs to supply products from any size manufacturer. Vendors must provide detailed information on their capability to supply all listed items, including percentage self-performed versus subcontracted, company profile with SAM UID, cage code, and socioeconomic status such as SDVOSB, VOSB, HUBZone, or 8(a), as well as GSA contract status, similar past performance with government contacts, pricing by unit of issue, and delivery timelines. All materials must meet strict specifications including original factory packaging for fertilizers and herbicides, proper labeling with nutrient analysis, EPA registration, lot numbers, and germination data, and bulk deliveries must include detailed tickets with contract number, CLIN, material type, quantity, and date. Delivery must occur within seven business days of a government order to the cemetery’s location in Honolulu, with tracking information required for all shipments. The Government will verify SDVOSB certifications through the SBA’s Small Business Search portal and may set aside the eventual solicitation if two or more certified SDVOSB or VOSB firms can meet requirements at fair prices, as mandated by 38 U.S.C. §8127. Submissions are due by June 30, 2026, and questions must be submitted by June 18, 2026, exclusively via email to the designated point of contact. Delivery coordination will be handled by Kirby Suginaka, and any rejected materials must be corrected within five business days at no cost to the government. Safety Data Sheets for insecticides, sample approvals for aggregate, and removal of empty pallets are additional obligations.
