LCPS RFP R27203 Athletic Field Lighting Services

Loudoun County Public Schools (LCPS) is seeking qualified sources through RFP R27203 to establish a multiple term contract for athletic field lighting services across various facilities in Loudoun County, Virginia. The scope of work includes preventative maintenance inspections, testing, alterations, new installations, and as-needed repairs for lighting systems up to 100 feet tall, specifically including retrofitting lights to existing Witco poles. The selected contractor must provide a dedicated project manager, Virginia licensed electricians, and all necessary heavy equipment such as cranes and man lifts. All work must comply with the National Electric Code, NFPA codes, and OSHA requirements, with a strong emphasis on safety and manufacturer specifications for Musco and Whitco systems. Proposals are due by October 26, 2026, and must be submitted via the LCPS Electronic Bidding System. Evaluation is based on a 100-point scale covering the executive summary and approach, capability and skill, references and experience, and cost, with the possibility of an additional 50-point oral presentation for top-rated offerors. Award selection is at the sole discretion of LCPS and is not based on lowest cost alone. Contractual terms include a 90-day phase-in/phase-out period and a payment structure where 10 percent of the order value may be retained until completion.
