Promotional Items, Screen Printing and Embroidery Services

Loudoun County Public Schools is seeking qualified sources to establish a multiple term contract for the provision of promotional items, branded apparel, screen printing, and embroidery services on an as-needed basis. The scope of work includes a wide variety of customized merchandise such as t-shirts, polos, hoodies, jackets, and various novelty items like pens, planners, and water bottles. The contract is initially for one year with four optional one-year renewals. Award selection will be made through competitive negotiations based on the best proposal, considering technical acceptability, price, and the offeror's ability to handle peak demands. Proposals must be submitted electronically via the LCPS Electronic Bidding System, and candidates must provide a pricing schedule, an electronic catalog with firm fixed unit prices, and at least two contract references. Key requirements include the ability to provide electronic proofs at no cost and product samples within four business days upon request. All deliveries are F.O.B. destination with a desired delivery timeline of 30 calendar days after receipt of order. Contractors must comply with the Virginia Public Procurement Act, maintain a quality control process, and adhere to strict non-discrimination and data confidentiality standards. Personnel providing services with direct student contact must certify they have no convictions related to sexual molestation or abuse.
