The Town of Palm Beach is seeking proposals from qualified firms to provide a scalable Learning Management System (LMS) and Learning Experience Platform (LXP) software solution designed to centralize and enhance employee learning initiatives. The selected platform will serve diverse employee groups by unifying proprietary and purchased learning content, managing compliance and certifications, and delivering AI-driven personalized learning experiences aligned with employees' skills, interests, and career objectives. Vendors responding to this request should have experience working with public entities of similar size and scope to the Town of Palm Beach. Proposals must be submitted online through the Town’s eProcurement platform, Euna, by June 9, 2026. A non-mandatory virtual pre-proposal conference will be held to provide clarifications, and attendance is encouraged as no additional compensation will be allowed for failure to attend. The contract will initially span two years, with options to extend for up to three additional one-year terms, contingent on mutual agreement and satisfactory performance. Award selection will be based on the best value to the Town, which reserves the right to reject any or all proposals and to waive minor irregularities. Full Description
It is the Town’s intent to select one LMS/LXP system to support learning across diverse employee groups with the goal of centralizing learning operations, unifying content sources (proprietary and purchase), manage compliance and certifications/licenses, and deliver AI-driven personalized learning aligned to employee's skills, interests, and career goals. LMS/LXP providers desiring to respond should have experience with entities the size of Palm Beach, and public entity experience.
SUBMISSION: The Town only accepts online submittal of proposals through Euna, the eProcurement platform linked to the Town website, promoting a greener footprint. No proposer may withdraw their proposals for a period of one hundred and eighty (180) days from the date set for the opening thereof.
PRE-PROPOSAL CONFERENCE: A non-mandatory pre-proposal conference will be held virtually via the Microsoft Teams meeting platform. To join the meeting please see the instructions included under "Files" or copy/paste the URL in the "Events" section into your browser. Date/Time are specified in the "Events" section. Attendance is strongly encouraged as this will be the only forum to seek clarification directly from Project Manager and Town staff. After the award, no extra charge or compensation will be allowed as a result of failure to attend the conference and/or any resulting site visit.
AWARD: Award shall be made to the Proposers which offer the best value to the Town. The Town reserves the right to reject any and all proposals, to waive non-material irregularities or technicalities and to re-advertise for all or any part of this solicitation as deemed in its best interest. The Town shall be the sole judge of its best interest.
TERM: The software platform agreement resulting from this request for proposals shall be for a term of two (2) years to begin upon award. There shall be three (3) additional one (1) year term options, based on mutual agreement and satisfactory performance, for a maximum contract length of five (5) years.
RESPONSIBLE VENDOR DETERMINATION: Respondent is hereby notified that Section 287.05701, Florida Statutes, requires that the Town of Palm Beach may not request documentation of or consider a vendor’s social, political, or ideological interest when determining if the vendor is a responsible vendor.
