The US Government currently occupies office and related space in a building under lease in West Des Moines, IA that will be expiring.  The Government is considering alternate space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government’s requirements, janitorial services provided in the lease, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.

Request for Lease Proposal (RFLP) Enhanced Use Lease Project Nellis Air Force Base, NV. Amendment 3
Solicitation # AFCEC-26-R-0007
The Department of the Air Force, through the Air Force Civil Engineer Center, is soliciting proposals for a long-term ground lease of approximately 51.1 acres of land located outside the fence line of Nellis Air Force Base in North Las Vegas, Nevada. This Enhanced Use Lease (EUL) project, identified as solicitation AFCEC-26-R-0007, seeks a private commercial entity to finance, permit, develop, construct, and operate improvements on the property. The government's primary objectives are to optimize the use of the land, maximize financial or in-kind consideration, minimize risk, and ensure the project remains compatible with the base mission and local community relations. The selection process follows a two-phase, best-value approach. In the first phase, the government will evaluate proposals based on project concept, return to the government, experience, and project planning, using a color-coded rating system to assess performance and risk. The selected Potential Lessee will then enter the second phase of lease negotiations. Consideration for the lease may be provided as cash rent or in-kind payments, with specific priorities including a Communication Focal Point Facility and a Large Vehicle Inspection Facility. The project is governed by 10 U.S.C. § 2667 and is not subject to the Federal Acquisition Regulation. However, it requires compliance with various federal mandates, including the Buy American Act, Davis-Bacon Act labor standards, and strict non-disclosure provisions for proprietary information. Potential lessees must provide payment and performance bonds and comprehensive insurance coverage. The final deadline for proposal submission, as updated by Amendment 3, is October 8, 2026.

Solicitation # W9128F26SM025
The Initial Minot Sentinel Beddown (IMSB) project suite, managed by the USACE Omaha District, involves the construction of three key facilities at Minot Air Force Base, North Dakota: a Consolidated Vehicle Maintenance Complex, a Security Forces Operations Complex, and an Athletic Complex. These projects support the Ground Based Strategic Deterrent (GBSD) Sentinel Program to modernize the nation's land-based nuclear deterrent. The procurement utilizes a Design-Bid-Build approach under Other Transaction Authority (OTA) pursuant to 10 U.S.C. § 2808a, meaning it is not subject to standard FAR-based contract clauses. The total project suite funding is capped at 203 million dollars, with individual project magnitudes ranging from 5 million to 108 million dollars. Performance periods are specified as 920 calendar days for the Security Forces Operations Complex and 550 calendar days for the Athletic Complex. The government is employing a qualifications-based selection methodology consisting of a two-step evaluation process. Step one involves a comparative evaluation of white papers focusing on bonding capacity, relevant experience, staffing, and execution strategy. Approximately three highly qualified contractors will then be invited to step two, which consists of a pitch meeting to evaluate their understanding of the project suite, subcontractor engagement, and technical approach. The project is structured in two phases, with phase one focusing on pre-construction services and open-book pricing to develop a final construction price for the phase two award. Interested parties must be registered in the System for Award Management (SAM) and possess a valid Unique Entity Identifier. Feedback on the draft requirements and white paper requests was due by September 23, 2026, with the official request for qualifications planned for October 2026.
