Lease of MCPS Holding Facilities: Grosvenor Center and Radnor Center

Montgomery County Public Schools is soliciting proposals from qualified agencies, organizations, or corporations to lease all or part of two unoccupied school holding facilities, the Grosvenor Center and Radnor Center, located in Bethesda, Maryland. The lease is for an initial term of two years with the possibility of three one-year renewal terms. These facilities typically serve as interim spaces for schools undergoing renovation, and the selected tenants must be prepared to relinquish the premises early if the property is needed for capital projects, other public uses, or is declared surplus by the Board. The selection process uses a 100-point weighted evaluation system focusing on program philosophy and community benefit, financial responsibility, organizational experience, staffing and service delivery, and compliance with proposal requirements. Applicants must provide comprehensive documentation, including financial certifications, non-debarment acknowledgments, and equal opportunity certifications. Those operating as private schools or child care centers must obtain required Maryland State Department of Education licenses prior to commencing operations. Strict insurance requirements are non-negotiable, including commercial general liability, automobile insurance, and worker's compensation. All facility alterations must comply with ANSI and Maryland Accessibility Code guidelines. Proposals must be submitted in a specific binder format with a separate submission for each facility and must be received by the MCPS Department of Procurement in Rockville, Maryland, no later than 2:00 p.m. on October 26, 2026.
