The Department of Veterans Affairs, through the Central Texas Veterans HCS, is seeking a contractor to provide offsite overflow parking services for the Audie L. Murphy VA Medical Center in San Antonio, Texas, with a requirement for 350 dedicated parking spaces located within one mile of the facility. This acquisition is structured as a Firm-Fixed-Price contract under FAR Part 12 for commercial services, with a base performance period running from July 20, 2026, through August 19, 2027, and four sequential one-year option periods extending through August 19, 2031. The Government may award multiple contracts to ensure the full 350-space requirement is met, with pricing submitted as an all-inclusive unit price per space for each year. The offering must include dedicated, shared, ADA-compliant, covered, and secure parking spaces, along with comprehensive safety and security features such as access control systems, continuous lighting, and coordination with local police services. The contractor is responsible for non-structural maintenance and must ensure the parking area remains snow- and debris-free at least 90% of the time. Contractors must submit proposals electronically in two volumes via email to the designated Contracting Officer, adhering to strict formatting requirements: Volume I contains signed SF-1449, completed Blocks 12, 17a, 30a, 30b, and 30c, Section B.1 and B.2, technical approach limited to 25 pages, price submissions in PDF or Excel, and past performance references limited to five prime contracts with contract numbers—not solicitation numbers. Volume II is a redacted version of the technical approach with identical content. Proposals must not include capability statements or SBA verification letters. All offers are subject to screening for minimum requirements, and only technically acceptable offers will be evaluated based on technical capability, past performance, and price in a pairwise comparison process. The Government reserves the right to award to the offeror providing the most advantageous value, even if not the lowest price.
