Letter Contract USST 1&2 Replacement SBIWTP

The Letter Contract for the replacement and rehabilitation of Unstabilized Sludge Storage Tanks 1 and 2 at the South Bay International Wastewater Treatment Plant is a critical infrastructure project managed by the International Boundary and Water Commission. The project addresses severe operational failures where USST 1 was already inoperable and USST 2 suffered accelerated damage during Hurricane Hillary, leaving the facility with no redundancies and operating at only 50 percent capacity. These failures, compounded by excessive flows from Mexico and existing plant degradation, have created a high risk of total plant failure and the discharge of raw sewage into the Tijuana River and San Diego beaches. Under solicitation 191BWC23C0018, the scope of work involves the urgent rehabilitation of pumps, piping, valves, and variable frequency drives. Due to the unusual and compelling urgency and the significant risk to public interest and environmental permits, the procurement was processed as a Justification for Other Than Full and Open Competition. The work is being performed in San Diego, California, to prevent further environmental contamination and ensure the plant can withstand future storm events.
