The Leveraging Enterprise Technologies for Holistic AI, Logistics, Integration, Transformation, and Yield

The Naval Surface Warfare Center, Corona Division, under the Department of Defense, has awarded an Other Transaction Agreement (OTA) to Advanced Technology International to serve as the Consortium Manager for the Leveraging Enterprise Technologies for Holistic AI, Logistics, Integration, Transformation, and Yield initiative. This agreement, issued under 10 U.S.C. § 4022, is designed to facilitate rapid prototyping and technology transition in maritime and surface warfare domains through a collaborative consortium of government, industry, and academic partners. The master agreement spans six years with a potential six-year extension, enabling the management of up to 25 prototype projects annually with an estimated $30 million in first-year funding. The Consortium Manager is responsible for structuring and administering individual Project Agreements that define scope, deliverables, and timelines, with deliverables focused on AI/ML, cybersecurity, network architecture, and advanced computing systems, all aligned with defense innovation objectives. Proposals were evaluated on five equally weighted factors—Consortium Management, Engagement of Non-Traditional Contractors, Fee Structures, Past Performance, and Technology—with award based on best value rather than lowest price. The agreement mandates compliance with federal regulations including ITAR, EAR, DFARS 252.227-7017 for technical data rights, and DFARS 252.204-7012 for safeguarding Controlled Unclassified Information and reporting cyber incidents. Security clearance coordination via DD Form 254, organizational conflict of interest mitigation, and strict export control flow-downs are required across all consortium members. Invoicing must be conducted through Wide Area Work Flow (WAWF), and all participants must hold a valid Unique Entity ID registered in SAM. The contract emphasizes lowering barriers for small and non-traditional contractors, with no formal size or socioeconomic set-asides specified. Physical packaging and marking requirements are governed by commercial best practices without reference to military standards, while inspection and acceptance authority reside solely with the Government at the point of delivery, which is FOB Destination unless otherwise stated in the Project Agreement.
