The Air Force is conducting Market Research for library operation, data acquisition, specialized information research, limited translation activities, and web hosting. The library currently has a collection of over 120,000 volumes of print monograms and journals (including approximately 300 active print subscriptions) and hosts or provides access to journals. The facility will be housed in a government facility on Wright-Patterson Air Force Base. The majority of the collection (both print and online) is in foreign languages and consists primarily of information on science and technology, geopolitics, military systems and military science. This contract will require the acquisition or licensing of material or data in all media in accordance with the Government's stated requirements. Selected publications or data will be forwarded to various agencies or contractors for database input processing. Potential sources must provide in their response to this Market Research Announcement with the following information 1) Evidence of experience in library collection maintenance 2) Evidence of experience in foreign language information acquisition and information research 3) Evidence of previous work with commercial and government information databases, the Internet web hosting, and network services. 4) Provide evidence of the ability to perform of all work. All respondents shall indicate their size status in relation to the applicable NAICS code 508210, $21,000,000. Also identify and address if that are a large, small, 8(a), women owned, HUBZone or otherwise be classified as a small disadvantaged business in their responses. Contractors who are a HUBZone small business MUST submit a package that clearly delineates: 1) A positive statement of intention to submit a package for this solicitation as a Prime Contractor. 2) Date of HUBZone small business certification. All interested firms shall submit a capabilities package that outlines their firm's capabilities in providing all of the above-mentioned services. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated HUBZONE set-aside or designated a small business. The response must not exceed 10 pages.
