Contractors must adhere to Texas-specific mandates such as not imposing vaccine passport requirements, avoiding discrimination against firearm entities, and ensuring no goods originate from the Gaza Strip or Hamas-affiliated entities. Vendors are subject to unannounced audits by the State Auditor and must maintain complete records, with subcontractors bound to the same terms. Cybersecurity training must be completed annually, with training logs submitted to TCEQ, and access revocation notifications required within two business days. Delivery must occur F.O.B. destination to TCEQ’s designated location with inspection conducted by state personnel, and vendor indemnification is required for any intellectual property infringement.
