Full Description
Solicitation: This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR 12.
Introduction: The Request for Proposal (RFP) is hereby issued to J C Bamford Excavators Limited (JCB) CAGE: 0JKF0 Large Business by the US Army Contracting Command-DTA. The USG plans to acquire an estimated quantity of 164 Light Capability Rough Terrain Forklifts (LCRTF). This requirement will be FOB Destination. The inspection and acceptance will be at Origin.
System Description: The LCRTF performs lifting and materiel handling tasks when it is neither feasible nor economical to use a forklift of greater capacity. The LCRTF is required by the Army to accomplish many tasks, such as clearing landing zones of supplies and equipment, and loading and unloading combat vehicles, aircraft and ISO containers. The Army LCRTF is equipped with an extendable hydraulic boom and other features that allow it to meet Army mission requirements. The LCRTF has a payload capacity of 5,000 pounds threshold, 6,000 pounds objective, at 24-inch load center and 1,765 pounds at maximum reach (horizontally). The Army LCRTF also has a user-friendly drivetrain which enables the LCRTF to be towed by another vehicle. The LCRTF is C-130 air transportable, air droppable, capable of entering, stuffing and un-stuffing the Army family of ISO containers. The Operational Requirements Document (ORD) and Automotive Tank Purchase Description (ATPD)-2392J define the capability or performance characteristics for the LCRTF. Sole Source: Per 10 United States Code (U.S.C.) 3204(a)(1) as implemented by Revolutionary Federal Acquisition Regulation (FAR) Overhaul 6.103-1(b), Agencies may contract without providing for full and open competition when the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. For DoD, NASA, and the Coast Guard, this authority extends to situations where only a limited number of responsible sources can satisfy agency requirements. The specific citation applied is FAR 6.103-1(c)(2)(i) “When awarding a follow-on contract for the continued development or production of a major system or highly specialized equipment and, for DoD, NASA, and the Coast Guard, for the continued provision of highly specialized services, would result in—
(i) Substantial duplication of cost to the Government that is not expected to be recovered through competition. As such, the USG proposes to release a Sole Source solicitation to JCB.
