LIMA - Elevators Maintenance Services

The U.S. Embassy Lima is seeking a local contractor to provide comprehensive maintenance services for five elevators located within its compound in Lima, Peru, under a Firm Fixed Price contract for a 12-month period. The scope of work requires a full-service maintenance agreement written in English, including all parts, materials, labor, and spare parts necessary to ensure the elevators remain in safe, reliable, and efficient operating condition, excluding repairs due to misuse or force majeure. Monthly scheduled maintenance must follow a prescribed check chart, with emergency response times capped at one hour for entrapments or full system failures and 24 hours for standard service calls. The contractor must conduct annual no-load and five-year full-load safety inspections in accordance with Peruvian regulations, each to be witnessed by a Qualified Elevator Inspector. All maintenance activities must adhere to manufacturer specifications, and the contractor must provide detailed documentation including a posted equipment-specific maintenance checklist, a monthly service schedule, and a technician roster listing training and experience. The contract incorporates key Federal Acquisition Regulation clauses including FAR 52.212-4, 52.233-1, 52.233-3, 52.233-4, 52.240-91, 52.244-6, and 52.228-3, with additional compliance requirements for security, subcontracting, and workers’ compensation under the Defense Base Act, though the contractor assumes direct liability for employees rather than purchasing DBA insurance. The offeror must be an established business in Peru with at least five years of operation, possessing a permanent address, RUC, telephone listing, all required local licenses and permits, and evidence of compliance with Peruvian insurance laws. Proposals must be submitted electronically in English as a single file under 30MB via PDF, Word, or Excel formats to specified embassy contacts no later than June 22, 2026, and must include a completed SF-1449 form, proof of SAM registration or NCAGE code, a Unique Entity Identifier, a DBA insurance quote, a project manager familiar with English, a list of past clients with performance details, and a statement affirming alignment with all solicitation terms. Evaluation will be based on a pass/fail system for mandatory eligibility criteria, followed by award to the lowest-priced, acceptable, and responsible offeror, with responsibility determined under FAR 9.1 based on financial capability
