NASA Shared Services Center is procuring a single LNG Vaporizer, Model PBA20SS-29.4/1, under a sole-source contract awarded to ACME CRYOGENICS, INC, located in Allentown, Pennsylvania, pursuant to FAR 12.102(a), as it is the sole provider of this specific commercial item. The vaporizer will be delivered to and operated at NASA Stennis Space Center in Mississippi, where it will convert liquid methane to gaseous methane for facility testing at a minimum flow rate of 27,000 SCFH over an eight-hour period, operating at a normal pressure of 75 psig with a maximum allowable working pressure of 600 psig and a pressure drop of less than 1 psi at full flow. The unit must be constructed with 304 stainless steel wetted materials and feature a 1.5-inch ASME Class 150 flange inlet and a 4-inch ASME Class 150 flange outlet. ACME CRYOGENICS, INC is required to design, manufacture, clean, test, and deliver the unit within 14 to 16 weeks after order placement, adhering to the CP010102 Rev 5 oxygen-service cleaning standard. The supplier is responsible for appropriate packaging and preservation for shipment and must provide comprehensive documentation including fabrication drawings, material certifications, oxygen-cleaning certificates, installation guidelines, and operation and maintenance manuals. Inspection and testing must be completed by the supplier prior to shipment, and NASA retains the right to conduct inspections at the manufacturing facility.
