The Government of Saskatchewan, acting on behalf of the Saskatchewan Indigenous Investment Finance Corporation (SIIFC), is seeking qualified Proponents to provide Loan Guarantee Assessment Services on an as-needed basis. SIIFC was established to increase Indigenous participation in Saskatchewan’s natural resource and value-added agriculture sectors by facilitating access to capital through loan guarantees for equity investments in projects such as resource development, infrastructure, and renewable energy initiatives. The assessment services will involve evaluating applications from Indigenous communities and organizations seeking financial support for these projects, ensuring that guarantees are issued to viable initiatives that align with economic and community development goals. The first guarantee was announced in August 2025 for up to $7 million to support the 32MW Wicehtowak Solar Energy Project, demonstrating SIIFC’s commitment to tangible, community-benefiting outcomes. This solicitation, identified as SK-154-2026, was posted on May 21, 2026, with a response deadline on the same day at 3:00 PM. The RFP is managed by SaskBuilds and Procurement under the Government of Saskatchewan, and all inquiries must be directed to the Contracting Authority, Jaspal Singh, at rfxquestions@gov.sk.ca. Proposed services are scoped to support the operational needs of SIIFC as applications arise, with no fixed volume or timeline, requiring Proponents to demonstrate flexibility, expertise in financial assessment, and understanding of Indigenous economic development contexts. The place of performance is Saskatchewan, and while the notice references federal procurement platforms, the contract is entirely in service of provincial Indigenous economic priorities as outlined in Saskatchewan’s Growth Plan.
