2/1/2022 Update: The Library has amended the solicitation and Attachment J-1 to revise and correct some requirements. Amendment 0003 and a copy of Attachment J-1 have been provided in the Attachments/Links section of this posting. A copy of the latest Q&A has also been posted for review. Please review the amended requirements in those documents. Please also note that the Library has updated the due date for proposals. 1/19/2022 Update 2: The Library has amended the solicitation and attachments so as to add additional requirements that were not listed in the prior version of the solicitation. Amendment 0002 and an amended copy of Attachment J-1 have been provided in the Attachments/Links section of this posting. Please review the amended requirements in those documents. The Library has also provided an updated deadline for questions. Proposals are due on the date and time shown in Amendment 0002. The Library also wants to note that due to updates in Amendment 0002, the answer to Question #17 in the previously released Q&A is no longer applicable. That prior question asked, "For the Enhanced Desktop, please confirm that no optical drive is required?" The current answer is that the Enhanced Desktop now does require an optical drive. 1/19/2022 Update: The Library has re-opened this notice as we intend to amend the solicitation due to changes in our requirements. An amendment to the solicitation will be posted later today or tomorrow and offerors will be given a chance to ask questions and submit their proposals before the new due date as is shown here in SAM.gov. 12/17/2021 Update: The Library would like to clarify one aspect of Attachment J-1 for this requirement. The Library will not accept separate or alternative pricing structures in Attachment J-1 such as for specific services in the solicitation such as the 24x7 technical support and support of the devices as is described in Section C. Offerors should include pricing for the technical support and all services mentioned in the solicitation in their pricing for the devices and equipment using the pricing structure in the Price List tab of the amended Attachment J-1. Thank you! 12/16/2021 Update: Thank you for your patience. The Library has extended the due date for proposals to 12/29/2021. We also have provided an amendment to the solicitation, amended J1 attachment and answers to the questions submitted. The documents can be found in the Attachments/Links section of this posting. 12/9/2021 Update: The Library is still reviewing questions and intends to release the answers to received questions early next week. The due date for offers will be updated in an amendment to the solicitation but has also been updated here in this posting to December 22, 2021. The Library of Congress (Library) has a requirement for various computer hardware to include laptops, desktops, 2 in 1s and other peripheral equipment. This equipment is needed by the Library's Office of the Chief Information Officer (CIO) to support various Library projects and users over the next five years. The Library intends to establish a single award IDIQ for a five year period to allow for the Library to issue orders as needed for the equipment listed in the solicitation and Attachment J-1. If you are interested in responding to this solicitation please review the solicitation and attachments listed in the Attachments/Links section of this posting. Please review Section L of the solicitation carefully as specific items need to be provided with your offer. The due dates for questions and for proposals are also listed in Section L of the solicitation. Questions may be submitted to the points of contact listed in the contact section of this posting. Any future amendments or other updates to this solicitation will also be posted here, as needed. Thank you for your interest in the work of the Library.

Creative Exhibit Design Services
Solicitation # 030ADV27R0010
The Library of Congress is seeking a small business museum exhibit design firm to provide full-service creative design for a changing exhibition titled Comics in its SW Gallery. The project involves designing a space of approximately 3,700 square feet to showcase 75 to 100 artifacts, including comic books, manuscripts, and three-dimensional objects. The scope of work covers the entire design lifecycle, from concept design and planning to final production-ready artwork, and includes the creation of a rotational package and promotional materials such as a brochure, poster, and website graphics. Notably, audiovisual integration and media production are excluded from this contract and will be handled separately. This is a firm-fixed price solicitation, with the award based on best value, prioritizing technical approach, management approach, corporate experience, and past performance over price. Qualified offerors must demonstrate a history of designing major museum exhibitions of at least 1,000 square feet within the last eight years. All deliverables must adhere to strict accessibility standards, including the Americans with Disabilities Act and Section 508 of the Rehabilitation Act, and must comply with AOC Design Standards. The contract is administered by the Library's Center for Exhibits and Interpretation, with performance taking place both at the contractor's place of business and onsite at the Library of Congress in Washington, DC.

The scope includes the development of all necessary tooling and production equipment, with a requirement for first articles to be delivered by day 90. LOC Novel High-Density Optical Data Storage
Solicitation # 030ADV27R0004
The Library of Congress is soliciting proposals for a Firm-Fixed-Price pilot project to evaluate the feasibility of using novel ultra-high density optical data storage for the long-term preservation of its digital collections. The primary objective is to identify a scalable, immutable, and durable storage medium that can reduce maintenance and migration cycles compared to traditional methods. The scope of work requires the contractor to encode, validate, and store 1TB of diverse digital data, including video, audio, text, and images, ensuring 100% data recovery and high-fidelity recall. Additionally, the contractor must create an artistic and educational display utilizing a subset of the data for library visitors. The period of performance is scheduled from February 1, 2027, to January 31, 2028, with all work performed at the contractor's facilities and coordination conducted virtually. The acquisition follows a two-step advisory down-select process using a best value trade-off approach, where technical understanding and corporate experience are weighted significantly more than price. Phase 1 focuses on technical understanding and corporate experience, while Phase 2 evaluates the detailed technical approach and price. Key requirements include ensuring the storage media maintains integrity for at least 50 years at temperatures at or below 35 degrees Celsius and protecting the media against physical damage. Proposals are due by October 27, 2026, and must adhere to strict formatting and page limits across multiple volumes. Deliverables include project reporting, the encoded data storage, and the final educational display.
