AI Contract Overview
The U.S. Army Corps of Engineers, St. Louis District, is soliciting bids for the construction of lock foundation and site preparation work at Lock and Dam No. 25 under solicitation W912P926RA001, with a response deadline of April 24, 2026. The work includes excavation and disposal of existing riprap, dredging and placement of sand fill for the lock foundation, installation of a sheet pile separator wall braced with piles, construction of a downstream deflector to redirect water flow, and placement of additional dredge borrow for a staging area along with a sanitary outfall pipe. The contract requires the contractor to furnish all equipment, labor, operators, supervision, materials, and incidentals necessary to complete the scope, with performance to be conducted at Winfield, Missouri. The solicitation explicitly prohibits paper submissions and mandates that proposals be submitted electronically via email to Angie Grimes and Whitney Dee, with strict requirements for three separate PDF volumes: technical proposal, small business participation, and price proposal with administrative documents. Each volume has strict page limits, cross-referencing between volumes is forbidden, and proposals exceeding limits will be partially evaluated. Contract type is firm fixed price, and award will be made on a best value trade-off basis, with construction approach and past performance equally weighted and more critical than small business participation, all of which are balanced against price. The solicitation has undergone multiple amendments to refine requirements and ensure compliance. Amendment 0005 replaced the standard FAR clause 52.236-16 with Alternate 1 and incorporated updated drawing sheets GI002 and CG203, while Amendment 0006 introduced tax exemption language. Earlier amendments addressed bidder inquiries via the ProjNet portal, with inquiries reopening through April 3, 2026, and administrative updates made through Amendment 0002 and 0001. The evaluation process is governed by four factors—construction approach, past performance, small business participation, and price—with no numerical weights but clear qualitative thresholds; offerors must achieve at least a marginal rating on all non-cost factors to be eligible for award. Proposal submissions must comply with SAM.gov registration, including a valid UEI, and require certifications regarding small business status, subcontracting plans, E-Verify compliance, and security training. Security requirements mandate DoD/Army training within 30 days of award, compliance with FPCONs and RAMs, NCIC-II
