AI Contract Overview

The National Oceanic and Atmospheric Administration Eastern Region Acquisition Division intends to negotiate a sole-source purchase order with Lockheed Martin Sippican, Inc. for 2,190 LMS6 Radiosondes. These instruments are required for Upper Air Operations in Kodiak, Alaska, to transmit atmospheric measurements via radio. The procurement is being conducted as a sole-source action because the existing LMG6 Ground System is only compatible with radiosondes manufactured by Lockheed Martin Sippican, and there are no known authorized resellers. Interested vendors wishing to challenge this sole-source determination must submit a detailed written narrative statement of capability to Contract Specialist Shaun Squyres. This documentation must provide sufficient technical information to demonstrate the ability to meet the agency's requirements. The government maintains full discretion in deciding whether to open the requirement to competition based on the responses received.

NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE PURCHASE ORDER This is a notice of intent to negotiate a sole-source purchase order pursuant to Federal Acquisition Regulation (FAR) Subpart 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The National Oceanic and Atmospheric (NOAA) Eastern Region Acquisition Division, Norfolk, VA on the behalf of the National Weather Service intends to negotiate a purchase order with Lockheed Martin Sippican, Inc., Marion, MA, for 2,190 LMS6 Radiosondes for use in the Upper Air Operations in Kodiak, AK. The requirement is for LMS6 Radiosondes, which are instruments that are carried by balloon or other means to various levels of the atmosphere and transmits measurements by radio. NOAA's current Lockheed Martin Sippican LMG6 Ground System will only process data from the LMS6 Radiosonde manufactured by Lockheed Martin Sippican. Lockheed Martin Sippican has no known authorized resellers for these radiosondes, therefore, Lockheed Martin Sippican is the only known responsible source that can provide the radiosondes. Responses to this notice must be received no later than 4:00 P.M. eastern standard time on May 1, 2014. Vendors who believe they can meet this requirement are required to submit a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. The response must be in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as previously stated. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Responses may be submitted via E-mail to Shaun Squyres, Contract Specialist, at shaun.squyres@noaa.gov.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
