USS CINCINNATI (LCS 20) FY27 Docking Selected Restricted Availability (DSRA) and USS CANBERRA (LCS 30) FY27 DSRA Request for Proposal(s) (RFP)The Naval Sea Systems Command is soliciting proposals for the Docking Selected Restricted Availability (DSRA) of two Littoral Combat Ships, USS CINCINNATI (LCS 20) and USS CANBERRA (LCS 30), under solicitation N00024-26-R-4441 A0006. This procurement involves comprehensive maintenance, modernization, and repair work requiring highly capable contractors with substantial facilities including suitable piers for LCS-class vessels and specialized personnel to coordinate and integrate complex shipyard tasks. The work is scheduled to begin in March 2027 with a completion target of April 2028 for both ships, and the government anticipates awarding one contract per ship to a single contractor, with no small business set-aside due to the absence of sufficient qualified small businesses capable of performing the scope. Proposals must be submitted electronically via PIEE by the deadline of July 9, 2026, and offerors must be registered in SAM with their Unique Entity Identifier, as participation is contingent upon verified eligibility. Access to critical technical attachments including J- and S-series documents must be requested directly from the Contract Specialist and Contracting Officer, with restricted distribution materials requiring special arrangements through the Southwest Regional Maintenance Center Technical Librarian. Multiple amendments have been issued since the original solicitation, updating key sections including the Statement of Work, performance conditions, contract line items, technical requirements, and referenced documents to reflect evolving requirements and corrections. Attachments J-1A and J-1B for each ship have been revised through eight errata updates, with corresponding revisions to supporting documents such as J-3, J-4, J-8, J-10, and J-12, as well as changes to CLINs, FPCON status, COPA windows, and regulatory provisions including Executive Order 14398. Bidders’ questions across multiple gates have been addressed in each amendment, and specific technical references must be obtained directly from the Navy’s technical library due to limiting distribution statements. The government has extended the proposal submission deadline to July 9, 2026, and intends to make awards by November 2026. All interested parties must monitor PIEE.gov and SAM.gov for the latest solicitations and amendments, and strictly follow submission instructions to ensure responsiveness and compliance with procurement requirements.
