NOTE: All responses to this IFP shall be mailed to Western Area Power Administration, Rocky Mountain Region, P.O. Box 3700, Loveland, CO 80539-3003, ATTN: Eileen Ray. Physical Address for hand carried quotes/proposals/bids: Western Area Power Administration, Rocky Mountain Region, 5555 East Crossroads Boulevard, Loveland CO, 80538. The Western Area Power Administration, Rocky Mountain Region has a requirement for a contractor to provide all the labor, materials, tools, equipment, transportation, and other resources necessary to complete this project. The principal components of work includes; Construction of a service building anchored to a building foundation system (see explanations below and on drawings); concrete entry pad; buried power and control cable (in conduit) running into a concrete pull box and up into the building via an enclosed cable ladder system; an oil containment system; removal of abandoned foundations; removal and replacement of surfacing material to include expanded site; removal, repair, and installation of new fencing and gate; repair and installation of new ground conductor and grounding of steel structures and electrical equipment; and removal of existing building which is not in service. All work shall be completed 220 calendar days after the date of receipt of Notice to Proceed. The estimated order of magnitude is between $500,000.00 and $1,000,000.00. The solicitation will be issued as a 100% small business set-aside. The applicable NAICS Code is 237130; Size Standard is $36.5M. The solicitation including specifications and drawings will be issued electronically at this site on or about 12 May 2016 at the following site: https://www.fbo.gov/. NOTE: the Buy American Act applies to the solicitation. Refer to FAR Clause 52.225-9 (Section I) and FAR Provision 52.225-10 (Section L) if any non-domestic material will be proposed.
