M-03-27 Solar-Powered Security Cameras

Bristol Community College, an agency of the Commonwealth of Massachusetts, is soliciting proposals for the furnishing, installation, and commissioning of nine solar-powered wireless security cameras integrated with its Avigilon Alta cloud-based surveillance platform. The scope includes site assessment, solar power and wireless capacity analysis, equipment procurement, mounting, configuration, testing, and user training, with all work to be performed on-site at 777 Elsbree Street, Fall River, Massachusetts. The project requires five new camera systems to be installed alongside four existing ones, ensuring seamless operation on the cloud platform with a minimum of 72 hours of solar autonomy, 5MP resolution, infrared illumination of at least 30 meters, IP67 or higher environmental rating, and full compatibility with the Avigilon Alta system. Solar enclosures must be equivalent to the Gridless Sentry GS2-000-3 model and engineered for New England climate conditions. The College does not require Unique Entity ID, CAGE code, or socioeconomic certifications, but vendors must provide a valid IRS Employer Identification Number and Massachusetts Vendor Code for payment processing. Acceptance is contingent upon full system functionality, documented performance verification, completion of training, and submission of as-built documentation, with payment issued only after the College’s formal acceptance. No FOB terms are specified, and the contract is structured as a fixed-price arrangement, with no options for extension unless accompanied by updated prevailing wage compliance.
