The Naval Supply Systems Command Fleet Logistics Center in Pearl Harbor, on behalf of the Naval Computer and Telecommunications Area Master Station Pacific, intends to issue contract modifications to extend the existing contract N00604-12-C-3035. This contract covers the operations and maintenance of Navy communication, electronic, and computer systems across various locations on Oahu. The extension will be for up to six months starting January 1, 2013, with the current terms and rates maintained. The extension is planned as a sole source modification, based on the authority that only the incumbent contractor is capable of fulfilling the agency’s requirements without causing unacceptable delays, ensuring continuity of essential services. This action is being taken because the option to extend under FAR 52.217-8 was not initially evaluated during the award of the contract. The purpose of this extension is to allow more time for the government to properly evaluate and award a competitive follow-on contract. The process is consistent with federal regulations limiting competition when only one responsible source exists, as detailed in 10 U.S.C. 2304(c)(1) and FAR 6.302-1. It is important to note that this notice is not a solicitation for proposals, and all communications regarding the extension must be submitted in writing to the designated point of contact.

Full Description

The Naval Supply Systems Command Fleet Logistics Center, Pearl Harbor (NAVSUP FLCPH), on behalf of Naval Computer and Telecommunications Area Master Station Pacific (NCTAMS PAC), plan to issue contract modifications to extend the current contract N00604-12-C-3035 for Operations and Maintenance of Navy communication, electronic, and computer systems at various locations on Oahu for up to a maximum period of six months on the basis of other than full and open competition. Sole source modifications are consistent with the terms identified within this announcement upon the basis of the authority provided in 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This notice is being posted because the option, under FAR 52.217-8, was not previously evaluated as part of initial contract award. The extension will be at the current rates specified in the current contract, as allowed by FAR 52.217-8, and will extend performance for a period not to exceed six months, beginning on 1 January 2013. This option extension will further allow for evaluation and award of the competitive follow-on procurement. The incumbent contractor is the only responsible offeror for this option as the Government would experience unacceptable delays in fulfilling agency requirements if extensions are not executed before the contract expiration date. This notice is not a request for proposals. No phone inquiries will be entertained. All responses shall be made in writing by email or U.S. mail, to the attention of Julie Nguyen-Livic using the contact information provided in this synopsis.
