AI Contract Overview
The U.S. Navy’s Fleet Logistics Center Puget Sound is soliciting a firm-fixed-price supply-type purchase order exclusively from OEM MACGREGOR USA INC to perform repairs on the M4 Mooring Winch aboard a T-AKE Class Vessel located in Chin Hae, Korea. This requirement is sole-sourced due to the M4 Mooring Winch being classified as a Ship’s Critical Safety Item, with MSC N7 determining that only the original equipment manufacturer is qualified to service such components. Interested parties may express interest to assess potential for competition, but the government retains full discretion to proceed without competition. The contract is scheduled for award in June 2026, with performance required between August 1 and September 14, 2026. The scope includes all labor and materials to repair the winch as detailed in the Service Report dated September 19, 2025, along with the preparation of drawings and submission of a final service report to the Port Engineer. The contract includes two firm-fixed-price line items: one for the repair work and another for tracking reports. All work must adhere to OEM-specific knowledge of the T-AKE Class vessel and applicable technical standards. The contractor must comply with stringent identification and marking requirements per MIL-STD-130 and MIL-STD-129, ensuring machine-readable data elements including enterprise identifier, serial number, and DoD-recognized unique identification equivalents are properly applied and verified using approved automatic identification technology. Payment must be processed electronically via WAWF using the designated DoDAACs, and invoices must follow specified formats based on deliverables. The contractor must be registered in SAM, provide current business size designation, and comply with a broad array of federal regulations including cybersecurity safeguards under NIST SP 800-171, safeguarding covered defense information, prohibitions on inverted domestic corporations and trafficking in persons, antiterrorism protocols for overseas operations, and representation of exclusion status in SAM. All proposals must be submitted by June 23, 2026, at 9:00 a.m., with strict adherence to completed required blocks on SF 1449 and inclusion of both primary and alternate points of contact from SAM.gov in all communications. Evaluations will consider technical capability, past performance, and price without assigned relative weights, selecting the most advantageous offer. Government property and shipping logistics will be managed under specified protocols, and inspection and acceptance responsibilities lie with N62387.
