The Federal Aviation Administration (FAA) intends to establish a Qualified Vendors List (QVL) for Cab Glass repair and/or replacement in various US locations. The Federal Aviation Administration (FAA) is establishing a Qualified Vendors List (QVL) to identify qualified firms for the repair and replacement of glass window units in Airport Traffic Control Tower (ATCT) control cabs and base buildings across the contiguous United States. This initiative, solicited under 697DCK-26-R-00219, covers three geographical service areas—Western, Central, and Eastern—and allows vendors to apply to one, two, or all three regions. The estimated total value of work under the QVL is $10 million over five years, though individual task orders carry no dollar limit and will be issued as Firm-Fixed Price contracts negotiated on a project-by-project basis. The scope includes removing damaged glass, accurately measuring for replacement Insulated Glass Units (IGUs), and installing new units conforming to original building codes and FAA Terminal Facilities Design Standards, with attention to potential lead paint hazards. Glazing types may include monolithic, laminated, insulated, or EMI/RFI-reducing glass, depending on facility requirements. Vendors must demonstrate corporate experience through five relevant projects involving glass or glazing installation valued over $40,000, completed or ongoing within the past five years, with at least 120 square feet of glass installed in ATCTs or commercial high-rises 60 feet above ground level. Each project must be documented with contract details, point of contact information, and a description of challenges and resolutions. Evaluation is based on four non-weighted factors: Corporate Experience, Past Performance, Plan of Execution, and Key Personnel. Applicants must submit Past Performance Evaluation Data forms signed by clients for each of the five projects, covering quality, schedule, cost control, and customer satisfaction, with the FAA reserving the right to validate feedback through CPARS or direct contact. The Plan of Execution must detail management structure, escalation procedures, communication protocols with the FAA, quality control processes—including applicable certifications—and safety performance metrics such as EMR, DART, and TCR rates over five years, along with a comprehensive safety narrative and details on any workplace fatalities. Risk management practices must be explicitly described. Key personnel requirements include a Project Manager with ten years of relevant experience and a Project Foreman with five years of experience and an active AGMT certification, or a clear plan to obtain it prior to contract award. Each firm must also confirm physical presence of a Project Superintendent on-site during work, provide bonding and insurance documentation, certify SAM registration with a

J056--LCHCC Exterior Glass Panel ReplacementThe Department of Veterans Affairs, through the Network Contracting Office 8, is seeking proposals for a non-personal services contract to replace forty impact glass panels in the curtain wall system at the Lee County Health Clinic in Cape Coral, Florida. This solicitation is designated as an open market small business set aside under NAICS code 238150, with the product service code J056. The work includes the removal of existing damaged glass, proper disposal of materials, and the installation of new impact glass units meeting specific hurricane-resistant standards required for Florida, with each panel consisting of a 5/16-inch blue-green fully tempered glass, a 7/16-inch argon-filled airspace, a .045-inch clear PVB interlayer, a 1/4-inch heat-strengthened inner pane, and a 1/2-inch black silicone sightline. The contractor must supply all necessary equipment, including lifts, and deliver a 12x12-inch sample of the proposed glass for color and construction approval prior to full production. All work must comply with OSHA regulations, be performed with minimal disruption to clinic operations, and adhere to strict VA facility protocols requiring contractors to wear identifying badges, park in designated areas, remain escorted by VA personnel at all times, and observe a complete smoking ban on premises. Contractors are required to submit detailed progress reports during both manufacturing and installation phases: weekly reports during glass panel production must include the manufacturer’s name, production percentage, any issues encountered, projected delivery and installation dates, and daily reports during installation must document installed panels by location, any issues encountered, and the schedule for the following day. The contractor assumes full responsibility for any damage caused to government property during the work and must repair such damage at no cost to the government. Additionally, proof of liability and workers’ compensation insurance is mandatory. The solicitation calls for a site visit, which is strongly recommended, and responses are due by June 29, 2026, at 6:00 PM Eastern Time. The contract will be awarded based on a competitive open market process, and while the total estimated value is not disclosed, performance will be conducted solely at the Cape Coral facility with no government-furnished equipment or materials provided.
