This acquisition is restricted to the United States, its outlying areas, and Canada in accordance with Public Interest Determination Under Section 3204(a)(7) of Title 10, United States Code and FRO 6.103-7(b).
The United States Government (USG) intends to award two (2) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts with five, twelve month ordering periods. However, the USG reserves the right to deviate on the number of contract awards based on the USG's requirements and if determined to be in its best interest. Therefore, the USG may make a single award, three awards, or no award at all. The USG will be using Best Value source selection procedures incorporating Fixed Priced with Economic Price Adjustment pricing.
The technical data package (TDP) is classified as Distribution D limited distribution. This TDP contains technical data whose import is restricted by the Arms Export Control Act, (Title 22, U.S.C., Sec 2751 et seq.) or the Export Administration Act of 1979, as amended titled, 50 U.S.C. App 2401 et seq. Violations of these export laws are subject to severe criminal penalties. Disseminate IAW provisions of DoD Directive 5230.25. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain the TDP. The TDP will NOT be available until after the solicitation is formally issued on the SAM.GOV website, with valid contractor credentials.
NOTE: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal non-responsive and result in the rejection of it.
