M88 STS & SSTS Sources Sought

The U.S. Army Contracting Command – Detroit Arsenal is conducting market research through a Request for Information (RFI) to evaluate industry capability and readiness to provide System Technical Support and Sustainment Systems Technical Support for the M88 Family of Vehicles from September 2027 through September 2028, with potential for a twelve-month extension. This RFI, identified as M88_STS_SSTS, is strictly for planning purposes and does not constitute a solicitation, nor does it obligate the government to award a contract. Responses must be submitted via DoD Safe Exchange no later than 11:59 PM EST on July 9, 2026, to Brittany Schocke or Katlyn Marck, and must adhere to strict format requirements including a 150-page limit, Times New Roman 12-point font, one-inch margins, and clear marking of proprietary content. All submissions must include the respondent’s SAM.gov registration status, CAGE code, and socioeconomic status, such as whether the firm qualifies as a small business, 8(a), HUBZone, WOSB, or SDVOSB. The government is seeking detailed information on capabilities in engineering support including reliability, availability, maintainability, obsolescence management, digital engineering, systems engineering, and safety, as well as logistics support such as depot maintenance planning, interactive electronic technical manuals, logistics support analysis, modification work orders, and management of government property. Technical compliance with standards such as GEIA-STD-0007, MIL-PRF-49506, MIL-STD-461, and DoD Instruction 5200.48 for Controlled Unclassified Information is expected. Contractors must demonstrate experience with FRACAS, DMSMS mitigation, configuration control, technical data package maintenance, and New Equipment Training development. Security protocols require use of NIST/NIAP-approved cryptographic methods and DoD-approved PKI for data transmission, with personnel potentially needing to handle sensitive information. Performance is expected to originate from or be coordinated through Detroit Arsenal, Michigan, and support both U.S. Army and Foreign Military Sales customers. Attachments such as certifications are permitted but excluded from the page limit, and extraneous marketing materials are prohibited. No contract value, pricing, delivery terms, or award criteria are included, as this is purely an information-gathering exercise preceding any potential future solicitation.
