The U.S. Department of Transportation’s Volpe National Transportation Systems Center is seeking qualified contractors to provide macroeconomic modeling services to analyze the economic impacts of highway investments across the United States, under a competitive Request for Quotation issued under FAR Part 12 and FAR Part 13. This combined synopsis and solicitation, numbered 6913G626Q300045, requires firms to submit a firm fixed price quotation for a base contract and up to twenty optional line items, with pricing required for each CLIN and a total amount. Offers must include the solicitation number, unique entity identifier, contact details, certifications, and a clear statement of agreement with all terms, and must be submitted electronically to the designated Contracting Officer no later than 3:00 PM Eastern Time on August 13, 2026. Offerors must hold their prices firm for 60 days after the submission deadline and must maintain an active SAM registration throughout the contract period. All questions must be submitted in writing by August 6, 2026, at 2:00 PM Eastern Time, and no telephone inquiries will be accepted. The evaluation will be based on price and other factors as specified in FAR 52.212-2, with the goal of selecting the most advantageous offer to the government without formal discussions, although the government reserves the right to conduct them if needed. Options will be evaluated as part of the total offer price, and unbalanced pricing for options may render an offer unacceptable. The contract will be awarded to a responsible offeror whose proposal conforms to the solicitation, and the NAICS code 541990 applies with a small business size standard of $19.5 million. No set-aside is designated. The work will be performed in Cambridge, Massachusetts, with payment requests required to be submitted electronically under the applicable Transportation Acquisition Regulation clause. Post-award debriefings will be provided upon request and will include the rationale for award, cost and technical ratings, and an overview of how the selection was made, though no formal proposal discussions will precede the award unless necessary.

(1) The solicitation number;

(2) The name, address, telephone number of the Offeror;

(3) The Offeror’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator;

(4) Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the solicitation;

(5) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)); and

(6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendments.

(b) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(c) Late submissions, modifications, revisions, and withdrawals of offers.

(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.

(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.

(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.

(d) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.

(e) Debriefings. If a postaward debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:

(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.

(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.

(3) The overall ranking of all Offerors when any ranking was developed by the agency during source selection.

(4) A summary of the rationale for award.

(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful Offeror.

(6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.

(End of provision)

FAR 52.212-2 Evaluation—Commercial Products and Commercial Services.

Evaluation—Commercial Products and Commercial Services (Deviation Date)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

[Insert evaluation factors in the relative order of importance. For requests for proposals, state: Evaluation factors other than price when combined are [significantly more important than price/approximately equal to price/significantly less important] than price. For invitations for bids, list only price and price-related factors.]

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)

Regional Innovation Clusters
Solicitation # 47QACA26R0295
The solicitation for the Regional Innovation Clusters program, identified by number 47QACA26R0295, aims to award firm-fixed price contracts to support the development and expansion of regional industry clusters focused on advanced manufacturing, biotechnology, and energy systems, with an emphasis on small business participation and regional economic revitalization. The program operates under a Statement of Objectives rather than a prescriptive work statement, allowing offerors flexibility in designing solutions that demonstrate their region’s competitive advantages and ability to build sustainable clusters. The period of performance is 24 months with no option periods, and the estimated contract value ranges between $600,000 and $1,000,000 per award. Proposals must be submitted to George Pollock at GSA by August 24, 2026, at 4:00 p.m. Eastern Time, and are evaluated in a sequential three-step process: first assessing technical merit through demonstration of regional advantage and small business support, followed by management capability including organizational structure and risk planning, with price considered only for those passing the first two steps. No lowest price technically acceptable approach is used; instead, award is based on best value through trade-off analysis where superior technical and management proposals may be selected even at higher costs. The contract mandates compliance with a comprehensive set of FAR clauses covering labor standards, equal opportunity, trafficking in persons, Buy American requirements, cybersecurity safeguarding, and reporting obligations. Key requirements include active SAM.gov registration with a valid UEI, submission of three completed Past Performance Questionnaires, a detailed Price Schedule with lump sum pricing for core activities, and a Quality Assurance Surveillance Plan to ensure performance standards are met. Offerors must also provide appendices detailing partnerships, governance structures, and key personnel resumes. Security requirements include adherence to basic safeguarding of information systems and identity verification of personnel, while environmental compliance includes recovery material certifications and restrictions on ozone-depleting substances. Inspection and acceptance occur at delivery destinations, with the government retaining authority to evaluate conformity using performance metrics defined in the QASP. Nonconformance may result in corrective actions or payment deductions. Sampling and analysis must adhere to ASTM E1903-19 standards, Maryland Department of the Environment residential soil cleanup criteria, and Volpe’s Generic Quality Assurance Project Plan and Standard Operating Procedures, with all samples requiring proper labeling, preservation, and shipping via approved containers, chain-of-custody documentation, and cooling to maintain integrity. The work is to be performed under a firm-fixed-price contract, fully funded at award for CLIN 00100, with a performance period from August 24 to December 1, 2026, and is set aside exclusively for small businesses. Proposal submission is required via email by August 11, 2026, and must include a completed SF-1449, a detailed firm-fixed-price breakdown covering labor, equipment, lab analysis, permits, and survey costs, and a two-page technical narrative demonstrating understanding of the work plan, site conditions, sampling methodology, and operational efficiencies. Deliverables include draft and final work plans, a call-before-you-dig notification, a geophysical survey report, and a final Phase II ESA report with analytical data, findings, and recommendations. All soil and debris deemed grossly contaminated must be segregated into metal drums or equivalent containers for offsite disposal
